- This is a notice of intent to negotiate a sole source contract with eCollege of Denver, CO. See Note 22. eCollege is the only complete Application Service Provider (ASP) that can meet the Corps of Engineers specific needs for the following, but not l imited to: furnish all supervision, labor, equipment, and all things necessary to provide Application Services for the HQ Readiness Support Center, US Army Corps of Engineers, Mobile, District, Mobile, AL for a base and two 12-month periods. Service will include providing a secure platform to include a course management system, admin tools and technical support for Government furnished training in emergency operations to approx 1500 students per year. eCollege has a documented level of reliability, scalab ility and operational efficiency exceeding all other known venders in this market. As an ASP, eCollege hosts the platform on their secure server, provides the software, provides for enrollment and management of students; provides continuous system monitor ing, instant problem correction and release of new features and versions to all clients simultaneously. eCollege provides a single instance of their software for all customers, allowing them to continuously monitor their system for any problems, correct t hem instantly and release new features and versions to all customers simultaneously. eCollege will assist in our need to rapidly respond to training requirements generated by natural and man-made emergencies. The RSC requires a guaranteed system availab ility of not less that 99.5%. This requirement reflects an established need for 24 hour access in an emergency response. From an organizational reporting viewpoint, we require the ability to report online to include not only our in-house education center , but also field reporting from remote location-based activities. eCollege is the only vendor who can provide this capability. The volume of material stored for fully online course presentation is not a variable in costing. In addition this platform will meet all the required security needs established for the Readiness Support Center. eCollege provides all the requisite security in a stable platform outside the confines of Government computer systems, further reducing our IT requirements in terms of cos t and paperwork with no loss in security. This secure and stable platform will allow us to focus on mission-critical elements of our online programs, such as high quality courses and programs, high quality student service, retention and educational outco mes. eCollege provides a platform designed and built to strict quality control standards, with a 24x7x365 Helpdesk and hosting services in multiple redundant high-availability Data Centers. eCollege is able to meet the RSC??????s need for self-service administrative tools, such as tracking and reporting tools for continuous operational improvement, with technical and academic consulting services to augment the existing online educational staff??????s skills. The eCollege system includes support of sys tems engineers and IT specialists, and product managers ?????? all from a single provider. eCollege??????s program administration capabilities will allow the Government to create the rights and roles for each user when accessing different courses, to hav e separate branding for separate entities, and to organize reports based on the various entities and sub-entities with the hierarchy. In addition, this capability will allow for discrete reporting on individual locations and rolled up reporting on the ent ire organization. eCollege provides online course evaluation and survey tools required to ensure accountability and certify participant completion of all hosted materials. eCollege includes a Visual Editor available in every instructor text-editing are a, authoring courses is very easy. The WYSIWYG (What you see is what you get) editor for online editing and original content creation requires no HTML code. N o integration/ purchase from any third party is required. Other unique features of the eCollege Course Management System that will significantly increase the efficiency of our instructors include: What??????s New, Dropbox, and a Gradebook accessible from one location when entering grades, including threaded discussion responses, Dropbox submissions, Journal entries and completed assignments. Without these features we could be faced with a requirement to increase staff. No integration or 3rd party purchase is required. eCollege is unique in their ability to provide for ??????scaleable?????? costing through-out the contract life. This ??????scalability?????? means their ability to cost their services based on individual participation, as opposed to unit pri cing based on incremental thresholds, such as 100, 200 etc. students. This provides needed flexibility for our developing needs. eCollege is capable of having the Government??????s program running within 45 days from contract award. It is all of the f eatures and services listed herein, from a single provider that makes what eCollege offers unique.
