Description
The U.S. Fish and Wildlife Service (FWS), R4-Division of Contracting and General Services (CGS), intends to award a contract to Mr. Kurt Eichenberger/Architect-AIA for all professional services necessary for Planning and Design of Structural Repairs and Stabilization of the Mattamuskeet Lodge, Mattamuskeet National Wildlife Refuge, Swan Quarter, North Carolina, under the authority of FAR 6.302. Mr. Eichenberger has provided prior design services for this project for the past seven (7) years and has extensive knowledge of the required repairs necessary to attain the results for the final restoration and renovation of the Mattamuskeet Lodge. The Mattamuskeet Lodge is on the National Register of Historic Places and all work will have to be in compliance with the Secretary of Interior's Standards for Rehabilitation, 36 CFR 67. Pursuant to Section 106 of the National Historic Preservation Act, the North Carolina Historic Preservation Office must review and comment on the design. Work includes, but is not limited to, design a technically feasible procedure to replace all exterior columns and provide for supports for future exit balcony; redesign connections of floor beams installed in the 1930's to the new columns; design re-connection of shear walls at ends of building to floor diaphragms; design any structural elements necessary to bring building's structural system into compliance with current International Building Code requirements for all structural loads including wind loads; repair or replace all interior and exterior finishes and building systems affected by the structural repairs; and, provide design services for items necessary to rehabilitate and stabilize the Tower. All existing materials in the building are considered "Historic Fabric of the Structure" and shall be repaired where possible and replaced only when repair is not feasible.
