- This requirement is being issued by The Department of the Interior (DOI) GovWorks. Govworks intends to issue a Commercial Item Contract. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This requirement is for the U.S. Army Redstone Technical Test Center. The announcement constitutes the only solicitation. The following provisions and clauses apply to the acquisition: 1) 52.212-1, Instruction to Offerors-Commercial (Oct 2003); 2) 52.212-2, Evaluation-Commercial Items (Oct 2003); 3) 52.212-3, Offeror representations and Certifications-Commercial Items (Oct 2003); 4) 52.212-4, Contract Terms and Conditions-Commercial Items (Oct 2003); and 5) 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (Oct 2003). Title: "General Purpose Functional Test Station for Redstone Technical Test Center " Background: The U.S Army Redstone Technical Test Center has a requirement for a general-purpose functional test platform constructed from commercially available components. Period of Performance: Contractor must have the capability to deliver product no later than four months after receipt of order and shall include installation and set up. ***The competitive Request for Proposal and specifications will be made available via the internet at http://www.govworks.gov/vendor/csolicit.asp under RFP 33375. II. Evaluation Criteria: Evaluation Factors will be checked in the order given. Each offeror's quotation will be evaluated based on the following: Factors A, B, and C which are in descending order of importance. A) Technical Capability (40%); B) Past Performance (30%); (Contractor must have Past Performance Questionnaire completed by previous clients, and sent to Mathew Ridolfi at Mathew.ridolfi@mms.gov. Questionnaire will be made available via the internet at http://www.govworks.gov/vendor/csolicit.asp under RFP 33375. (References will be checked.) Your proposal must demonstrate that your organization can successfully complete this project. C) Price (30%). Contract Award -Contract award shall be made to the responsible offeror whose offer(s), in conforming to this RFP, provides an overall best value to the Government. The Government's objective is to receive the highest quality Contractor possible, at a realistic and reasonable cost; however, between proposals that are evaluated as equal in quality, cost will become a major consideration in selection the successful offeror(s). III. The Government estimate for the full performance of this project is between $330,000 and $350,000. IV. Quotation must be received by the closing date to be considered. Time of receipt of submissions will be determined by the time received in the Procurement Operations Branch, Herndon, VA.
