- NAICS Code: 541710 NAICS Code: 541710 The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source purchase order under Simplified Acquisition Procedures with Neuroscience Associates, 10915 Lake Ridge Dr., Knoxville, TN 37922 for providing histology examination of brain tissue. The contractor shall provide histological preparation of brain tissues from two different experiments involving the brains of either rats or mice which shall be embedded together and the entire brain freeze sectioned at 40 microns in the coronal plane. Sections shall be stained for Amino CuAg; neutral red; tyrosine hydroxylase, Cox-2 and microglia. The EPA believes that Neuroscience Associates is the only source capable of providing the required services based on their unique multi-brain technology in which up to 16 brains of separate animals can be simultaneously embedded, frozen sectioned throughout the entire brain and stained. This feature provides a unique level of organization and uniformity of staining across cases. This allows more efficient histological examination. In addition it provides a valuable continuation of analysis data consistent with data from previous studies. EPA has identified Neuroscience Associates as the only source with the necessary background and expertise to perform the rquired services. The circumstance permitting soliciting from a "single source" is FAR 13.106-1(b) . The intent of this notice is to determine if any other source(s) exist, and therefore, no solicitation (RFQ) is available. Consequently, any response failing to provided the aforementioned data and instead choosing to merely submit a routine letter requesting a copy of the RFQ will be ignored. Interested parties who can meet the above requirements may submit written qualification statements, fully explaining their capability no later than 15 days after the date of this publication.
