Description
NASA/DFRC has a requirement for one (1) each 2006 MSC.FEA Desktop basic Package (Nodelocked), one (1) 0581 IGES Access (Nodelocked), one (1) 0589 Parasolid & ACIS (Nodelocked), one (1) 1031 Optimization (Nodelocked), one (1) 1027 Nonlinear (Nodelocked), one (1) 2527 MSC.Flightloads (Local Network), one (1) 20028 MSC.SuperModel Package (Local Network), three (3) 0501 MSC.Patran (Local Network), one (1) 0581 IGES Access (Local Network), one (1) 0585 Pro/Engineer Access (Local Network), three (3) 0722 Nastran Preference (Local Network), three (3) 0526 BEAM (Local Network), and one (1) 0509 Patran Thermal. NASA/DFRC intends to purchase the items from MSC Software Corporation, 2 MacArthur Place, Santa Ana, California 92707. MSC/Patran Finite-element Analysis package and Aeroelasticity I is currently in operation at NASA Dryden. The above license is the only one of its kind that meets our requirements. This program is used by engineers and designers around the world to analyze the stress, vibration, and heat transfer characteristics of structures and mechanical components. It is recognized as the industry standard for structural design and analysis and one in which NASA Dryden has invested heavily to maintain compatibility with industrial partners. The Government intends to acquire a commercial item using FAR Part 12 and 13. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on ______April 23, 2004___________. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
