- Description
- NASA/GSFC plans to execute a no-cost extension for 6 months on Contract NAS5-99200 with Dynacs Engineering Company, Incorporated, for the Supplier Assurance Contract (SAC). The SAC effort provides services for NASA Safety, Reliability, and Quality Assurance insight/oversight of its suppliers to assure that NASA is furnished supplies and services in conformance with applicable contract requirements, especially those requirements that define or address the safety and quality of the items being acquired. This service contract is for 5 years and will expire May 11, 2004. However, delays in soliciting the follow-on competition will leave the Government without adequate coverage for this necessary function. NASA/GSFC intends to pursue an existing class deviation to FAR 17.204 to obtain 6 additional months of task performance within the current contract value. Request for Proposal (RFP) 55306GAP will be solicited under noncompetitive procedures pursuant to FAR 6.302-1 under the authority of 10 U.S.C. 2304(c)(1) Only One Responsible Source. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. See note 22. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on APRIL 22, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. "Interested parties may contact the Contracting Officer for a copy of the solicitation." An Ombudsman has been appointed. See NASA Specific Note "B".
