- APPROXIMATE ISSUE DATE: 05 JAN 2004 Removal and disposal of asbestos materials at Hill Air Force Base, Utah Test and Training Range, and Little Mountain, in accordance with EPA, OSHA, Utah Division of Air Quality, and all other applicable federal, state, or local regulations. This is a five-year Indefinite Delivery, Indefinite Quantity Contract. All proposing contractors must be prequalified to do asbestos abatement on Hill AFB, and must have current “asbestos and lead based paint contractor” certification as per the most recent Utah Division of Air Quality requirements, prior to submitting proposals. Information on prequalifying can be obtained through the Bio-Environmental Office, (801) 777-1171. In addition, all contractors must be licensed for a period of one year in the state of Utah to do asbestos abatement and lead-based paint removal work in order for their proposal to be considered. They must carry active “occurrence” type liability insurance while performing any work under this contract. This contract is for on-call asbestos removal. The work will consist primarily of abatement or removal of asbestos containing materials, transporting and disposing of asbestos containing materials in approved landfills, and occasionally, encapsulation of damage asbestos containing material. Delivery orders may be placed to reinstall sub-flooring, insulation, and acoustical ceilings when these are removed as part of a removal project. Orders may be placed to remove heavy metal contamination by wet wipe methods, and to remove any lead based paints. The contractor will be guaranteed a minimum of $5,000.00 over the life of the contract. A bid bond of $100,000.00 is required with the proposal. A performance bond of $500,000.00 and a payment bond of $500,000.00 will be required from the successful contractor upon award. Additional bonding may be required as the value of the delivery orders increase. Estimated Range: $5,000,000.00 to $10,000,000.00. Performance Period: To be determined on each order. No telephone requests.
