Description
DESC: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation, No. R6-21-04-11, is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-19. THIS REQUIREMENT IS UNRESTRICTED. The North American Industry Classification System (NAICS) is 336212. 1. SPECIFICATIONS: The Government requests : Two each: 20 Ton Trailers, tandem axle, 19’ flat deck with 5’ steel beavertail at 14 degrees, 5’ tongue, 102” overall width, oil bath bearings, 215/75 RX17.5-16 ply, load range “H” tires on budd wheels, 25,000 LB two speed jack, lockable tool box, bolted down 2” nominal oak deck, adjustable pintle hitch, 9700 hutchens adjustable suspension, sealed modular wiring harness with circuit breakers, air brakes with ABS (2S)1M with park brakes. Other models may be submitted for evaluation. Offerors must include characteristics or other data on different models submitted. The Colville National Forest has for trade in: (1) One, Towmaster Trailer, 1990, 19’, Tandom axle, trailer deck burned, wheels burned, axle is good; and (2) One, Trailmate Trailer, 12’, one axle, wood deck, good condition II. PROVISIONS AND CLAUSES: The following provisions and clauses are hereby incorporated into this RFQ by reference, (full text of the clauses may be accessed electronically at www.arnet.gov/far/): FAR 52.212-1, Instructions to Offerors-Commercial Items; FAR 52.212-2, Evaluation – Commercial Items (see below for evaluation factors); FAR 52.212-3, Offerors Representations and Certifications-Commercial Items; FAR 52.212-4, Contract Terms and Conditions-Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes of Executive Orders-Commercial Items [in paragraph b check 15, 16, 17, 18, 29, 30 insert block to be checked]. No addenda apply to these provisions and clauses. III. QUOTING REQUIREMENTS: Vendors wishing to respond to this solicitation shall provide this office with the following: a price quote on company letterhead. For line item one equipment, the quoter shall supply a complete description of the equipment offered including, but not limited to make, model, year, serial number, accessories, and unit price. For line item two, trade in value for each. Quote shall include federal excise tax and all delivery costs to the Colville National Forest, 765 South Main, Colville, WA 99114. IV. AWARD: The Government will award a contract resulting from this solicitation to a responsible quoter whose quote confirms to this solicitation and is considered most advantageous to the Government. Factors used for award will be technical, price, and past performance. Technical acceptability will be determined by information submitted by the quote providing a description in sufficient detail to show that the product quoted meets the Government’s requirements. All responsible sources may submit and offer, which, if received in a timely manner will be considered. The Government may reject any or all quotes, issue orders to other than the lowest quote, and waive minor informalities or irregularities in quotes received. If necessary, the Government may conduct discussions with any quoter. V. QUOTE DUE DATE: Quotes shall be received by March 5, 2004 at 4:00 p.m. Only written quotes (mail, fax copy or hand carried quotes) will be accepted. Mail or hand carry quotes to the following address: USDA Forest Service, Colville National Forest, Acquisition Management, 765 South Main, Colville, WA 99114. Fax number is (509) 684-7280. Quoters shall verify Government receipt of fax copy quotes prior to closing by calling Pennie Lindsey at (509) 684-7111 or Sharon Gies at (509) 684-7203. All quotes should be clearly marked with the quoter’s name and solicitation number, R6-21-04-11. NOTE: THIS NOTICE MAY HAVE POSTED ON WWW.FEDBIZOPPS.GOV ON THE DATE INDICATED IN THE NOTICE ITSELF (20-FEB-2004).
