- 1. Must bidders provide the names and qualifications of proposed economists at this stage? Will substitution be permitted? Yes. According to section C.3.8 of the solicitation's Statement of Objective (SOO), a bidder "... must provide, in its proposal, the name, address, resume, and verifiable proof of the level of education (copies of educational degree/certificates) and experience of each proposed applicant for the economist positions pursuant to this contract." The quality and backgrounds of the proposed economists will help us judge the responsiveness and technical merits of the bid. While we understand that some substitutions might become necessary if candidates are no longer available at the time of award of the contract, we would like to keep this to a minimum. If substitutions must be made, the contractor should consult with the CPA project coordinator prior to selection of a new economist. In addition, an economist with equivalent or better skills must be provided. It is our aim to ensure that the overall quality of the contractor's team not be diminished by substitutions. 2. Must economists work full time? Yes. Project economists are required to reside in the location to which they are assigned, will conduct on-going surveys in seventeen sectors throughout the year and be asked to submit weekly reports on the information, quantitative and qualitative, collected during the week. In order to properly complete their assigned work, they must be engaged in this research full-time. 3. What level of English proficiency is needed? Is the same level required for all hired economists? Economists will be required to be fluent in written and spoken English. All project work will be conducted in English. Each will be required to provide a weekly written report to the CPA project coordinator and experts containing the information collected in response to the week's work assignment. CPA experts will provide the economists comment, advice and professional training via email and in-person. Finally, those economists working for the CPA and those with specialties in the fields listed in section 3.9 of the SOO will be required to contribute portions of the monthly, quarterly and final reports to be published and provided to the public. 4. Is there a need for international input and capacity building? As stated in section C.1.2 of the SOO, the creation of a "trained cadre of Iraqi economists" is a key objective of this project. Training will be provided to project economists by CPA experts in several ways. First, there will be a pre-survey training session which all economists will attend. Then CPA experts will provide on-the-job training via provision of sector outlines expressed as research templates and weekly feedback reports in response to the economists own weekly reports. 5. Is subcontracting permissible? Yes. 6. Can potential bidders meet with CPA contracting officers to discuss these matters?
