Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This Request for Quotation incorporates provisions and clauses in effect through Federal Acquisition Circular 01-22 effective 05 April 2004. The requirement is being solicited as a 100% Small Business Set-aside using Simplified Acquisition Procedures per FAR Subpart 13. The NAICS Code is 336611 with a Small Business Size Standard of 1,000 employees. Solicitation number DTCG80-04-Q-3FAD59 applies. A Firm Fixed Price Purchase Order is anticipated. The Contractor to provide all equipment, labor, materials, parts, services, including all travel and shipping costs as necessary to upgrade the heating system onboard the USCGC MOBILE BAY (WTGB 103). All work to be accomplished in accordance with the specifications cited here in. Place of Performance: USCGC MOBILE BAY (WTGB 103) is Municipal Pier, Sturgeon Bay, WI. Period of Performance: 06/07 thru 07/19/04 (42 calendar days). BASE ITEMS:CLIN 0001 ?UPGRADE HEATING SYSTEM 1 JOB $____ CLIN C ? TRAVEL AND PER DIEM 1 JOB$____ OPTION ITEM:CLIN A COMPOSITE LABOR RATE 110 HRS $___ SPECIFICATIONS: Upgrade Heating System 1.1 Scope. This work item describes the requirements for the Contractor to upgrade the existing heating system. 2. APPLICABLE DOCUMENTS Offerors must contact the Contracting Officer to obtain the List of Applicable References, List of Government-furnished Property, List of Sources of Supply and the General Requirements needed to prepare an offer for this project. 3. REQUIREMENTS 3.1 General. The Contractor shall upgrade the existing heating system, which presently is a steam heating system to a new hot water heating system in accordance with the requirements herein and as shown on the applicable Coast Guard Drawings referenced in section 2. Upgrade of the heating system includes but is not limited to the following: 3.1.1 Removal and installation of new Government-furnished boilers. 3.1.2 Removal and installation of new Government-furnished circulation pumps. 3.1.3 Removal of expansion tank and relocation of condensate tank to be installed as expansion tank with associated pipes and fittings. 3.1.4 Installation of new Government-furnished vaneaxial fans. 3.1.5 Installation of new Government-furnished Modine Heaters. 3.1.6 Installation of new Government-furnished heating coils, pre-heaters, re-heaters, thermostats, switches, valves, gauges, and piping. 3.1.7 Installation of new Government-furnished electric panels, circuit breakers, disconnect switches, contactors, electrical cables. 3.1.8 Fabrication and installation of boiler exhaust piping (?transition?) between new boiler to existing flange on exhaust piping. 3.1.9 Fabrication and installation of air inlet ducting to boiler. 3.2 Hazardous material/waste notification. 3.2.1 Asbestos abatement compliance. The Contractor shall be aware of the presence of asbestos in excess of 1% in the existing boiler exhaust insulation. 3.2.2 Lead abatement requirements. The Contractor shall be aware of the presence of lead in excess of 0.5 percent by weight, or 5,000 parts per millions (ppm) in the existing coating system. 3.3 Protective measures. The Contractor shall furnish and install suitable covering to seal off and protect all non-affected surfaces/equipment and spaces in the vicinity of the work area against contamination during the performance of work. Upon completion of work, remove protective material and inspect for the presence of contamination. Clean all equipment and spaces where contamination is discovered, if any, which was cause by improper protection or performance of work, to the original condition of cleanliness. 3.4 Access openings. Due to limited access to work areas, the Contractor may, with express permission of the COR, cut access holes to facilitate accomplishment of the work specified herein. Perform all work required to open and close the access openings in accordance with Std Spec 1001_STD. 3.5 Interferences. The Contractor shall be aware that interferences in way of work include, but are not limited to the following: Ventilation ducting. Access ladders. Cableways, electrical wiring, and junction boxes above and around existing equipment and associated systems. Lighting fixtures. Bulkhead insulation. Bulkhead and overhead sheathing. Decks. 3.6 Fluid handling. The Contractor shall remove all fluids in the designated tank(s), to facilitate gas-freeing, if necessary. Dispose of removed fluids in accordance with all applicable Federal, state, and local regulations. 3.7 Heating system removals. The Contractor shall accomplish the following: 3.7.1 Steam boilers. Remove the two (2) steam boilers shown on Coast Guard Drawings 101 WTGB 535-001 and 101 WTGB 535-002, each weighing 1330 pounds. 3.7.2 Steam heating system piping. Remove the existing steam heating system piping and valves which do not facilitate the operation of the new heating system, as designated by the Coast Guard inspector and using Coast Guard Drawing 101-WTGB 535-3 as guidance. 3.7.3 Ventilation system. Remove the existing ventilation duct as required to facilitate ventilation modifications, as shown on Coast Guard Drawing 101-WTGB 535-3. 3.7.4 Power system. Remove the existing electrical power cables, connections and controls as shown on Coast Guard Drawing 101-WTGB 320-5. 3.8 Structural modifications. The Contractor shall: 3.8.1 Prevention of stresses and distortion. Any time structural repairs are made the Contractor shall ensure that no excessive stress or distortion is induced in the vessel's hull structure by providing adequate means of support and bracing, and welding in a way to reduce residual stresses and distortion. 3.8.2 Fabricate foundations as necessary for the installation of two Way Wolff boilers and other equipment necessary for the installation of the new Hot Water Heating System. 3.9 Equipment installations. The Contractor shall: 3.9.1 Government-furnished boilers. Install the Government-furnished boilers, each weighing 885 pounds, in place of the removed boilers on the newly modified foundations, using Coast Guard Drawing 101 WTGB 535-003 and Ray Burner Technical Publication, Installation Instructions. 3.9.2 Hot Water Heating System piping. Install the new hot water heating system piping necessary for the connections of new boiler, valves, pumps, switches and gauges as shown on Coast Guard Drawing 101-WTGB 535-3 using Government-furnished equipment as provided. Any materials not listed as Government-furnished shall be furnished and installed by the Contractor. As noted at item 2, APPLICABLE DOCUMENTS, a source of supply for various Contractor furnished materials will be provided upon request. NOTE: New hot water heating pipe shall be copper nickel conforming to ASTM, B466-92A, in lieu of copper shown on Coast Guard Drawing 101 WTGB 535-003. All pipe fittings to boiler, pumps and heaters shall be dielectric. 3.9.2.1 Furnish and install fibrous glass piping insulation material, conforming to MIL-I-22344, over the exposed pipe surfaces, in accordance with NAVSEA Drawing 804-5959214 in lieu of Note 23 shown on Coast Guard Drawing 101 WTGB 535-3; install insulation to the thickness as specified in Table III of MIL-STD-769 for the nominal pipe size and temperature range specified drawing and manufacturer?s instruction manuals. Coat the newly installed insulation in accordance with Std Spec 6300_STD, using the coating system specified for ?Insulation Surfaces, Fiberglass Sheet/ Closed Cell PVC Foam? in Table IB (Interior Coating Systems). Select color to match existing adjacent surfaces. 3.9.2.2 Furnish and install the magnetic corrosive inhabitant system for the new heating system in accordance with Prototype Installation Notes and as designated by the Coast Guard inspector. 3.9.2.3 Pipe connection to new Modine heaters shall be made in accordance with Modine Installation Service Manual, 1-550-22, within the Prototype Installation Notes. 3.9.3 Ventilation System. Modify the ventilation duct including but not limited to vaneaxial fans, heating coils pre-heaters, re-heaters, modine heaters, thermostats and foundations as shown on Coast Guard Drawing 101-WTGB 514-6. New air inlet ducting shall be fabricated such that flanges on the inlet side of the burner provides access to burner. 3.9.3.1 Furnish and install Navy style louvers to existing joiner doors to fan spaces 01-19-0-Q and 01-19-1-Q. Louvers shall be such that they can allow an airflow of 180 CFM and 520 CFM for fan spaces 01-19-0-Q and 01-19-1-Q respectively. 3.9.4 Power System. Modify the existing electrical system as shown on Coast Guard Drawing 101-WTGB 320-5, using Government-furnished equipment as provided. Furnish and install all materials shown on Coast Guard Drawing 101 WTGB 320-005 which is not listed as Government-furnished. Furnish and install new control wiring to the new heating system in accordance with the Prototype Installation Notes. 3.9.4.1 Reuse the existing controller from the condensate pump for new blower to be installed in the fan space. Coast Guard will designate exact controller. 3.10 Pipe hangers. Furnish, fit, and install new pipe hangers in accordance with MSS SP-69 and MSS SP-89. 3.11 Pipe labeling. The Contractor shall accomplish the following: 3.11.1 Stencil the following onto the pipe surfaces: Name of the piping system service. Destination, where feasible. Direction of flow, indicated by an arrow 3 inches long pointing away from the lettering (for reversible flow, point an arrow away from each end of the lettering). 3.11.2 Ensure that all lettering and arrow(s) are as follows: Black in color, in general, but white for dark-colored piping. Applied in conspicuous locations, preferably near control valves. 3.11.3 Furnish and install valve function diagram for the new heating system at a location to be designated by the Coast Guard inspector. The diagrammatic nameplate shall be of the melamine type material, with engraved black letters on white background or vise verse, or metal photo type material with black letters photographically sealed onto an aluminum surface with dimensions of nameplate not to exceed 12-inches by 24-inches. Tag all valves to correspond to diagram. 3.12 Pipe flushing. After all work is completed, the Contractor shall do the following: 3.12.1 Flush all new and disturbed boiler system piping with clean fresh water for five minutes. Ensure that flushing fluid is directed to move scale and foreign debris away from installed machinery to prevent possible damage upon operational testing. Blow dry all flushed piping with dry low pressure compressed air. Clean all system strainers upon completion of pipe flushing. 3.12.2 Dispose of flushing fluid in accordance with all applicable Federal, state, and local regulations. 3.13 Touch-up preservation. The Contractor shall prepare and coat all new and disturbed to match existing adjacent surfaces, in accordance with Std Spec 6300_STD. 4. QUALITY ASSURANCE 4.1 Nondestructive inspection. The Contractor shall perform all testing and inspection requirements as specified in Std Spec 0740_STD, Appendix C. 4.2 Water hose test. The Contractor shall inspect and test all affected boundaries in accordance with Std Spec 0740_STD, Appendix C. 4.3 Hydrostatic test. After all authorized repairs and prior to pipe insulation installation, the Contractor shall hydrostatically test all new and disturbed piping and components of the heating system to 135 percent of the system operating pressure, for fifteen minutes, using clean, fresh water with no allowable leakage or permanent deformation of pressure-containing parts. Repair all leaks found. 4.4 Operational testing. In the presence of the COR, Port Engineer, or Coast Guard Inspector, the Contractor shall thoroughly test and prove to be in satisfactory operating condition the vessel?s heating system for a duration of 4 hours minimum in accordance with Ray Burner Technical Publication. 4.5 Testing confirmation: 4.5.1 Contractor shall provide written notice to the COR 24 hours prior to any test. The purchase order will be awarded using simplified acquisition procedures in accordance with FAR Part 13 as a firm fixed price supply purchase order. All responsible sources may submit a quote, which shall be considered by the Agency. The following FAR provisions and clauses apply to this request for quotation and are incorporated by reference .FAR 52.212-1 Instructions To Offerors Commercial Items (Jan 2004) FAR 52.212-2 Evaluation Commercial Items (Jan 1999) (a) The Government will award a purchase order resulting from this solicitation to the responsible offeror whose quote, conforming to the solicitation, will be the most advantageous to the Government, price and past performance considered; past performance is more important than price, (b) The quoter shall identify no fewer than two (2) and not more than four (4) relevant federal, state or local government or private contracts performed during the last three (3) years. (a) Prohibitions. Section 835 of Public Law 107296, prohibits the Department of Homeland Security from entering into any contract with a foreign incorporated entity after November 25, 2002, which is treated as an inverted domestic corporation as defined in this clause. The Secretary shall waive the prohibition with respect to any specific contract if the Secretary determines that the waiver is required in the interest of homeland security, or to prevent the loss of any jobs in the United States or prevent the Government from incurring any additional costs that otherwise would not occur. (b) Definitions. As used in this clause: Expanded Affiliated Group means an affiliated group as defined in section 1504(a) of the Internal Revenue Code of 1986 (without regard to section 1504(b) of such Code), except that section 1504 of such Code shall be applied by substituting more than 50 percent for at least 80 percent each place it appears. Foreign Incorporated Entity means any entity which is, or but for subsection (b) of section 835 of the Homeland Security Act, Public Law 107296, would be, treated as a foreign corporation for purposes of the Internal Revenue Code of 1986. Inverted Domestic Corporation. A foreign incorporated entity shall be treated as an inverted domestic corporation if, pursuant to a plan (or a series of related transactions)(1)The entity completes after November 25, 2002, the direct or indirect acquisition of substantially all of the properties held directly or indirectly by a domestic corporation or substantially all of the properties constituting a trade or business of a domestic partnership; (2) After the acquisition at least 80 percent of the stock (by vote or value) of the entity is held (i) In the case of an acquisition with respect to a domestic corporation, by former shareholders of the domestic corporation by reason of holding stock in the domestic corporation; or(ii) In the case of an acquisition with respect to a domestic partnership, by former partners of the domestic partnership by reason of holding a capital or profits interest in the domestic partnership; and (3) The expanded affiliated group which after the acquisition includes the entity does not have substantial business activities in the foreign country in which or under the law of which the entity is created or organized when compared to the total business activities of such expanded affiliated group. Person, domestic, and foreign have the meanings given such terms by paragraphs (1), (4), and (5) of section 7701(a) of the Internal Revenue Code of 1986, respectively. (c) Special rules. The following definitions and special rules shall apply when determining whether a foreign incorporated entity should be treated as an inverted domestic corporation. (1) Certain stock disregarded. For the purpose of treating a foreign incorporated entity as an inverted domestic corporation these shall not be taken into account in determining ownership: (i) stock held by members of the expanded affiliated group which includes the foreign incorporated entity; or (ii) stock of such entity which is sold in a public offering related to the acquisition described in subsection (b)(1) of Section 835 of the Homeland Security Act, Public Law 107296. (2) Plan deemed in certain cases. If a foreign incorporated entity acquires directly or indirectly substantially all of the properties of a domestic corporation or partnership during the 4-year period beginning on the date which is after the date of enactment of this Act and which is 2 years before the ownership requirements of subsection (b)(2) are met, such actions shall be treated as pursuant to a plan. (3) Certain transfers disregarded. The transfer of properties or liabilities (including by contribution or distribution) shall be disregarded if such transfers are part of a plan a principal purpose of which is to avoid the purpose of this section.(d) Special rule for related partnerships. For purposes of applying section 835(b) of Public Law 107296 to the acquisition of a domestic partnership, except as provided in regulations, all domestic partnerships which are under common control (within the meaning of section 482 of the Internal Revenue Code of 1986) shall be treated as a partnership. (e) Treatment of Certain Rights. (1) Certain rights shall be treated as stocks to the extent necessary to reflect the present value of all equitable interests incident to the transaction, as follows:(i) Warrants; (ii) Options; (iii) Contracts to acquire stock; (iv) Convertible debt instruments;(v) Others similar interests. (2) Rights labeled as stocks shall not be treated as stocks whenever it is deemed appropriate to do so to reflect the present value of the transaction or to disregard transactions whose recognition would defeat the purpose of section 835. (f) Disclosure. By signing and submitting its offer, an offeror under this solicitation represents that it not a foreign incorporated entity that should be treated as an inverted domestic corporation pursuant to the criteria of Section 835 of the Homeland Security Act, Public Law 107296 of November 25, 2002. (g) If a waiver has been granted, a copy of the approved waiver shall be attached to the bid or proposal.
