- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number NAAJ4000-4-00005 is issued as a request for quotation. This acquisition is being solicited under full and open competition. On August 24-26, 2004 and subsequently events in March 2005 and in August 2005 (2005 dates to be determined 60 days prior to the event), the U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA) will host a NOAA Leadership Seminar (NLS). This solicitation is for the services of a conference and meeting facility to host the NLS. The conference facility must be located within a 1-1/2 hour drive from Washington D.C. and accommodate as many as 150 attendees. The facility must provide an inclusive Complete Government Meeting Package covering the cost of all meeting rooms, audio visual equipment, breakfasts, lunches, and dinners, light refreshments for morning and afternoon breaks, an evening reception as well as single-occupancy sleeping rooms for all attendees. Please note that 150 sleeping rooms at the Federal Government per diem rate will be needed for the nights of August 23 and 24, 2004. Approximately 60 attendees will also need lodging for the night of August 25th. Participants arriving prior and after the event will be responsible hotel accommodation and meals. The conference and meeting facility must provide accessible facilities under the American Disabilities Act, must hold current compliance with the Hotel and Motel Fire Safety Act of 1990 (FEMA). Additionally, the facility must meet the following requirements: 1. Location of the facility must be within 1-1/2 hour?s drive time from Washington, D.C.; 2. Availability of conference and meeting facility space and overnight rooms on the specified dates; 3. Provide registration area adjacent to meeting/breakout rooms and storage space for materials; 4. Provide general session meeting room for 150 attendees, setup in round or classroom style; 5. Provide 4 breakout rooms each day of the conference. Break out rooms should be setup in round/group discussion style, except for one room that will be used for a NOAA Line Office Fair on August 24-25th; 6. Provide a private dining area (round setup) to accommodate all attendees for seated, networking breakfasts, lunches, and dinners for all attendees on August 24-25th; 7. Provide for morning and afternoon breaks for all attendees on August 24-25th; 8. Provide for dinner on August 26th and breakfast on August 27th for approximately 60 attendees requiring lodging on August 26th; 9. Provide for an evening reception for 150 attendees and approximately 25 guests on August 24th; 10. Provide standard audio visual equipment: podium, overhead projector package including capability to attach and project a laptop, projector screen, flip chart with markers (in main meeting space and in each break out room). Please provide a price list for audio visual equipment. NOAA would like the flexibility to provide some of its own equipment, if necessary. 11. Provide lodging accommodations and meals not to exceed the GSA per diem allowances as follows: Daily Lodging: 150 rooms x 2 days *60 rooms x 1 day Daily M&IE: 150 meals x 2 days *60 meals x 1 day *(approximately 60 people stay a 3rd day) Please provide a Per Person Per Day Inclusive Rate for the Complete Government Meeting Package along with a rate sheet reflecting individual pricing to allow for addition or subtraction of portions of services as needed. The resulting purchase order will be negotiated on a not-to-exceed ceiling amount. The award will be made on a best value basis using simplified acquisition procedures. Evaluation factors include the following: 1. Location - Facility located within 1-1/2 hour drive time from Washington, D.C beltway with sufficient parking to accommodate all guests; 2. Approach ? Degree that the facility and support services meets the overall meeting requirements and supports the comfort and convenience of the attendees; 3. Past Performance - Experience with large government training conferences; and 4. Price - Inclusive Government Meeting Package. (Offerors shall provide supporting documentation for pricing of the event, i.e. rooms, meals, and facilities). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-14. The following provisions and clauses apply to this solicitation: FAR 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition and there is no addenda to this provision; FAR 52.212-2, Evaluation - Commercial Items - The government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offers: (i) location, (ii) approach; (iii) past performance, (iv) price; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items - Offerors must include a completed copy of Offeror Representations and Certifications along with the offer including identification of business size and socioeconomic status (NAICS Code 721110); FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition.
