- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This requirement is set-aside for small businesses only. The NAICS Code for this synopsis/solicitation is 484210, Size Standard <$21.5 million, Solicitation/Purchase Request number F1NI6X40960100 is issued as a Request for Quote (RFQ). This document incorporates provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2001-22 effective 05 April 2004. The Government intends to award one Contract Line Item Number (CLIN) for a one-time move of office furniture, machines, and equipment for 400 people from MITRE Building M in Bedford, MA to Building 1614, Hanscom Air Force Base, MA. STATEMENT OF WORK Relocation of ESC/AC 1. SCOPE: The work covered in this Statement of Work consists of furnishing all plant, labor, materials, tools, equipment, transportation and supervision necessary to perform all operations in connection with relocation of ESC/AC organization from MITRE Complex, Building M, Bedford, MA to building 1614 Hanscom AFB. 2. PRINCIPLE FEATURES: The work to be performed consists of the following principle features and shall meet all Local, State, and Federal Codes. General list of items to be moved: 400 PCs and Monitors 10 Photocopiers 10 Fax Machines 30 Printers 6 Refridgerators 4 rooms of racks of server/PC equipment (numbers of racks to come) 2 plasma monitors 3 VTC monitor/equipment carts 15 chairs 1 couch 2 tables 3. SUPERVISOR: The Contractor shall have a supervisor on site at all times. 4. NORMAL WORKING HOURS: Monday through Friday, 0730 to 1615 (excluding weekends and holidays). Any changes to these hours shall be coordinated through the Contracting Office. 5. NOTICE TO PROCEED: After contract award, the Contracting Officer will give the Contractor permission to start work (Notice to Proceed). 6. PERIOD OF PERFORMANCE: 5 calendar days from the date of contract award. 7. NOTIFICATION OF COMMENCEMENT: The Contractor shall notify ESC/PKO, Gayle Stanwyck, 781-377-4129 prior to start date. 8. MEASUREMENTS: Contractor shall verify all measurements during Site Visit. 9. CLEAN UP: Contractor shall be responsible for daily clean up of the work site, as necessary to maintain a clean and safe working environment. 10. SAFETY: The Contractor shall be responsible for maintaining a work site compliant with the Occupational Health and Safety Administration (OSHA) Regulations. The Contractor shall be responsible for the safe conduct of all craftsman, laborers and subcontractors. 11. SECURITY: Contractor must provide to the Contracting Officer and MITRE facilities security a list of individuals' names that will be involved with the project so that Security Forces may clear all personnel and vehicles entering Hanscom Air Force Base utilizing the Vandenburg Security Gate only. The following provisions and clauses apply to this procurement: FAR 52.237-1, Site Visit; A Site Visit will be conducted on 15 April 2004. All interested parties should call Gayle A. Offerors are required to submit at least three recent references for evaluation of past performance of same or similar services or items.
