- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The combined synopsis/solicitation number is W91ZLK-04-T-0450. The contractor shall provide the following chemical warfare agent air monitoring systems and accessories. The automated air monitoring and alarm system based on sample collection using solid sorbents separation using a temperature programmed, capillary GC column, and detection using a flame ??????ionization or flame-photometric detector. The system shall be controlled by a PC computer that provides the flexibility suitable for the operation of accessories such as the stream selection system, and the sample selection system. The system must use software developed by CMS for test setup, data acquisition and data reduction shall be able to run on the PC. All of the instrument operating parameters shall be able to be set up by the user from the keyboard of the computer. Concentration readings and alarm conditions shall be indicated on the PC monitor and shall be transmitted to a recorder, printer, hard or floppy disk, and a central computer. This system shall be capable of rapid determination of the 8-hour, time ??????weighted-average (TWA) concentrations of chemical-warfare (CW) agents and simulants. The systems shall be able t o determine immediately dangerous-to-life-and health (IDLH) concentrations of CS agents. CLIN 0001Series 3001 Field MINICAMSincluding a GC module with a flame-photometric detector (GCF-100 A), a single channel electrometer, a sample pump, compressed-gas r egulators, a chassis (with connectors for serial and parallel communications, and a disk drive ), a manual, a small stock of expendable supplies, and 2 days of training for two staff up to a maximum of 6 people per customer order, all trained simultaneous ly at contractor facility; for sulfur and phosphorus-containing compounds. CLIN 0005 Continuous sampling system, an automated near-real-time air monitor to sample air continuously without blind spots and lowers detection limits by collecting larger sample volumes of air Q TY 1 PART# CSS-100. CLIN 0006 Uninterupted power supply(UPS) QTY 6 PART# 12156. CLIN 0007 Sample pump, oilless, 1/4- hp QTY 1 PART# SPU-125. CLIN 0009 Converters, RS485, long range, one each for new MINICAMS and one each for the two sets already on site QTY 12 PART# COVL-485A. CLIN 0015 MINICAMS instrument cart, 4-wheel, including brack ets for 2 compressed-gas cylinders QTY 1 PART# MCT-102. CLIN 0016 Special Shipping and crating required for Item No. MCT-102. Acceptance shall be at Destination. Shipping shall be FOB Destination. Delivery shall be to the U.S. Army, Aberdeen Proving G round, MD 21010. The provision at 52.212-1, Instructions to Offerors--Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation--Commercial Items is applicable to this acquisition. The specific evaluation criteria to be included in p aragraph (a) of that provision are as follows: Technical, past performance and price. Technical and Past Performance when combined are significantly more important than cost or price. The government is not responsible for locating or securing any informat ion, which is not identified in the proposal. To ensure sufficient information is available, vendors must furnish as part of their proposal all descriptive materials (such as cuts, illustrations, drawings or other information) necessary for the government to determine whether the product meets the salient characteristics of the requirement. If the vendor proposes to modify a product so as to make it conform to the requirement of this solicitation the vendor shall include a clear description of such propos ed modifications and clearly mark any descriptive materials to show modifications. Past performance will be evaluated based on information provided by the offeror as to actual sales of the proposed products to industry or government agencies. Past perfor mance will consider the ability of the offeror to meet the delivery schedules, warranty, and support. Offerors must include records of three recent sales and identify a point of contact for each by providing a name and telephone number. The government wi ll award a contract to the offeror whose offer conforms to this solicitation and will be most advantageous to the government, price and other factors considered. The government reserves the right to make an award without discussions.
