- The U.S. Army RDECOM-ARDEC is conducting a Market Survey to identify potential sources for production of a low hydrolyzed Vinyl Alcohol Acetate Resin (VAAR) for use in munitions. Respondents should be capable of manufacturing VAAR, designated as BAKELITE Resin MA-28-18 and defined by Mil-V-50433. VAAR was last produced by Dow Chemical Company in late 2003. The VAAR produced by Dow Chemical is characterized as below: Material: VAAR Color (cpu) Cobalt Platinum Method per MIL-V-50433-4.3.1 : 300 max % by weight Dry Resin Basis Alcohol Content per MIL-V-50433-4.3.2 : 16-19 % by weight Resin Solids MIL-V-50433- 4.3.3 : 26-29 Brookfield Viscosity(cps)per ASTM D-2196(Advisory): 400-800 (at 20 deg. C) Molecular Weight (Mn/Mw)GPC (Gel Permeation Chromatography)(Advisory) : Mn 58600Mw 151800 The U.S. Army RDECOM-ARDEC will provide a complete VAAR Technical Data Package (TDP) on Dow Chemical manufacturing technology, including the operating procedures, start-up and shut down procedures, and product characterization. In addition, RDECOM-ARDEC will provide assistance and technology transfer to the selected contractor. Respondents should have sufficient production capacity to supply the U.S. Army a total quantity of 3000 pounds of 26-29 weight percent VAAR product per year, or 9000 pounds of the same VAAR over three years. Interested companies that believe they have capability to manufacture VAAR specified above shall provide the U.S. Army a summary of the company?s information on the facilities (reactor, associated equipment, utilities, etc.), personnel, past production experience and environmental compliance as it relates to the product. A follow-up detailed questionnaire may be provided to survey respondents and on-site visits may be performed as a result of further analysis. Also, interested firms should provide the manufacture?s name, address, point-of-contact with telephone number and e-mail address, size of business (small/large) and country where the facility is located.
