Description
This is not a notice for a solicitation. This is only a Request for Information (RFI). The Government does not intend to award a contract or any type of agreement on the basis of this RFI or to otherwise pay for the information solicitated under this RFI. This is NOT a request for proposal or an invitation to bid; merely a request for information. The U.S. Geological Survey is considering contracting for support services for the bureau's Continuity of Operations Plan. The type of support required may necessitate the service provider to have the flexibility for tailoring the existing plan to comport with the latest versions of Executive Orders, Presidential Directives, Federal Preparedness Circulars, National Response Plans, National Incident Management Systems, National Incident Management System Integration Center protocols, and all other continuity of operations guidance documents and protocols prescribed by the Department of Homeland Security. Support services required include development of an initial analysis of the existing National Center Plan to determine deficiencies within existing documents as compared to federal requirements and providing recommendations for fully complying with Federal and Departmental requirements, integration of the National Center Plan within internal Occupant Emergency Procedures with links to Departmental and Mission Essential Site Plans, development of Incident Command/tool kit for senior executives and operational personnel involved with plan implementation, conducting formal training for senior executives and operational personnel involved in implementation, and conducting tabletop exercises to test the viability of the plan. The estimated project completion and execution date is October 2004. Interested parties that are registered in the Central Contractor Registration at www.ccr.gov and believe they have the expertise and experience to meet this requirement may submit a response to this RFI. Responses shall include whether the responding firm is on the GSA Federal Schedule or holds any other Federal contracting vehicles. Also include any commercial price lists. The response format should not exceed 10 pages inclusive of facts/figures. Company and product brochures are not an acceptable part of this response. The response should be prepared using Microsoft word. Questions and all responses should be submitted to the Contracting Officer, Melissa W. Gill at mgill@usgs.gov. Responses are due no later that close of business on April 23, 2004. Any subsequent solicitation will be synopsized prior to its release.
