Description
This Solicitation for Offers (SFO) is to obtain a quality administrative space for the Naval Exchange Command (NEXCOM). The total space will be approximately 22,720 net usable square feet (NSF), plus required corridor/circulation area, with parking for 175 vehicles. The entire facility shall be accessible to the physically handicapped and be opened for the tenants 24 hours per day, 7 days per week. The space will have nine (9) separate offices, Automated Data Processing (ADP) space, and other necessary spaces. Offers are solicited for a three (3) year lease beginning in December 2004, followed by two (2) annual renewal options. Operating hours are from 0600 to 1800 Monday through Friday, plus 0600 to 1800 on four (4) two-day weekends each year, as designated by NEXCOM. Janitorial services must be provided during normal working hours. Offers are due to the Real Estate Contracting Officer by 1:00 p.m. EST on April, 29, 2004, at 6506 Hampton Blvd, Norfolk, VA 23508-1278 Attn: Code RE1AP (LI-2527), and must include all information specified in Section B. Section C contains requirements for the lease. Offers shall remain valid through August 6, 2004. The lease will be at one location within the following area, shown on Attachment 1: East  Beginning at the intersection of Shore Dr (U.S. Rt 60) and Great Neck Rd (VA Rt 279) (Virginia Beach), traveling South to Potters Rd (Virginia Beach), then West on Potters Rd to London Bridge Rd (Virginia Beach), then South on London Bridge Rd to Dam Neck Rd (Virginia Beach) South  Beginning at the intersection of London Bridge Rd and Dam Neck Rd (Virginia Beach), traveling West to Princess Anne Rd (VA Rt 165) (Virginia Beach), then North on Princess Anne Rd (VA Rt 165) to Lynnhaven Parkway (VA Rt 414) (Virginia Beach), then West on Lynnhaven Parkway (VA Rt 414) turning into Volvo Parkway (VA Rt 414) (Chesapeake), then following Volvo Parkway to Byron Street (Chesapeake), and drawing a line to end at Interstate 464. West Beginning at the Oak Grove Connector and Interstate 464, traveling North to Campostella Rd (VA Rt 168) (Chesapeake), then continuing North to Tidewater Dr (VA Rt 168) (Norfolk), then North on Tidewater Dr (VA Rt 168) to Little Creek Rd (VA Rt 165) (Norfolk) North - Beginning at the intersection of Tidewater Drive (VA Rt 168) and Little Creek Rd (VA Rt 165) (Norfolk), traveling East to Shore Drive (U.S. Rt 60) (Norfolk), then East on Shore Drive (U.S. Rt 60) to and ending at Great Neck Rd (VA Rt 279) (Virginia Beach) Occupancy is required within 120 days after award. There will be no public opening of offers, and no information will be disclosed regarding offers until an award has been made. The Government reserves the right to install its security system. Subject to the availability of appropriated funds to pay rent, the lease will be awarded to the responsive Offeror(s) who submit(s) the offer that is determined to be the most advantageous to the Government. Rent and other factors will be considered as described in this SFO. Offers and accompanying documents are prepared at the sole and exclusive cost and risk of Offeror. The Government may, at its option: (1) accept an initial offer without discussions or negotiations, or (2) award other than the lowest priced offer, or (3) reject any and all offers without stating justification. Within five (5) days of award notification, the Successful Offeror must execute the lease (Attachment 2 of the hardcopy SFO). Within fourteen (14) days of award notification, the Successful Offeror will be responsible for providing a Performance Bond (Attachment 3 of the hardcopy SFO) and for completing the final detailed design of the proposed facility and related site improvements and infrastructure. The detailed design will be promptly reviewed, and must be approved by the Government prior to construction performance by the Successful Offeror. (The Government expressly reserves the right to change the configuration of the space after award, provided that all changes in quantities of partitioning, cable ductwork, doors, and floor and wall finish shall be subject to equitable adjustment of the rent in accordance with actual costs for those items.)
