- Description
- This requirement is for technical support services for studies that will be conducted to support the mission of the Personnel Testing Division of the Defense Manpower Data Center and the Director of Accession Policy. The studies will cover the broad general area of manpower, personnel and training within the Department of Defense (DoD). Such studies will involve the design, data collection, and data analyses and report write-up of studies of the aptitudes of applicants for, and recruits of, the enlisted forces of the United States Military. This support will include state-of-the-art-programming support for adaptive test delivery platforms, support for the development of aptitude items, studies involving interest inventories and career exploration as part of the DoD Student Testing Program. The contractor will be asked to provide services with qualified personnel to direct s cientific inquiry into issue sand projects related to on-line test item calibration, Item Response Theory (IRT), Computer adaptive testing and other psychometeric and measurement questions relating to selection and classification testing in the Armed Forces. The contractor will also be asked to provide support for scientific inquiry into the areas to career counseling and measurement issues surrounding the Student Testing Program as well as support in areas that relate directly to the test development mission of the Personnel Testing Division. The contractor will be responsible for designing studies, collecting data analyzing data, writing reports of studies and making presentations of study results. The contractor may be asked to furnish hardware and software maintenance and may be asked to furnish expert advice for the development of computer software in support of the com puter adaptive Armed Services Vocational Aptitude Battery (ASVAB) and other personnel testing systems. The anticipated contract will be a Time and Materials contract issued for a base period of 24 months and an option period of 36 months.
