- NASA/MSFC has a requirement for one Oxberry 3K x 2K x 12 bit CCD Film Scanning Camera Upgrade Package consisting of: Oxberry 3K x 2K x 12 bit CCD Film Scanning Camera System Oxberry FilmScan Software On-site installation NASA/MSFC intends to purchase the items from Oxberry, LLC., 180 Broad Street, Carlstadt, NJ 07072 under the authority of FAR Part 6.302-1. Competition is impractical for the following reason: Oxberry, LLC is the manufacturer of the image acquisition system currently employed by MSFC?s Engineering Analysis Group. The image acquisition systems are single manufacturer construction units, built to end-user specification. The manufacturer has the required expertise to perform the necessary upgrades and is knowledgeable of the specific idiosyncrasies of the particular image transfer system at MSFC. There is no other source available to perform such modifications in a reasonable timeframe with an equal level of assurance of success. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on April 23, 2004]. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
