Description
NASA/JSC plans to issue a Request for Proposal (RFP) for major aircraft, appliances, and engine maintenance for a DC-9-33F aircraft, NASA tail number, N-932NA, serial number 47476/fuselage number 569. The engines are Pratt and Whitney, JT-8D-9 engines, serial numbers P667042 (engine no. 1) and 657742D (engine no. 2). The contractor shall provide all labor and material/parts to perform the following on a firm-fixed price basis: NASA Depot Maintenance Inspection in accordance with NASA C9B(N)-5, ?N932 Zero Gravity Aircraft Maintenance Program?; Phase C and D Inspections in accordance with NAVAIR 01-C9B-6-4, ?Phased Maintenance Requirements? work cards (only the NAVAIR work cards not included within the scope of the NASA Depot work cards.); perform repairs on the aircraft?s delayed discrepancies identified on the Flight Summary Report; install a smoke/fire detection/suppression system in the lower cargo compartment; determine and verify the status of all applicable Airworthiness Directives and Service Bulletins effective or issued after June 6, 1970 (logbook review); remove the left engine and perform the hot section inspection (a certified Repair Station must perform the inspection); permanently remove the passenger oxygen system; permanently remove the forward lavatory and waste tank; paint the aircraft using the NASA provided paint scheme/drawings to include full paint strip, corrosion inspection, repair, treat, prime, paint and exterior placard installation; and provide personnel necessary to perform a functional check flight after the completion of maintenance. The contractor shall also perform the following when approved and directed by NASA by Task Order on a Time & Material basis: perform time change requirements inspections on components; perform Airworthiness Directives issued by the FAA; perform Service Changes; and perform maintenance and repairs found during the inspection. Additionally, the contractor may be required to perform the following tasks, on a Time & Material basis, as well: modify the aircraft to be Reduced Vertical Separation Minima (RVSM) compliant in accordance with STC Number STO1136LA; provide engineering, fabrication, and installation services for the modification of the cabin interior of N-932 to include cold and conditioned air ducting, lighting installation, interior communications wiring, and interior cabin wall panel system (The original overhead storage bins and wall panels have been removed from the test area in the aircraft cabin.); design, fabricate, and install new cabin lighting and lighting wiring in the test area of the aircraft cabin suitable for photography and videography operations; and design, fabricate, and install a flight engineer?s workstation in the area directly aft of the co-pilot?s seat (The workstation shall include cabinet instrument racks to house aircraft instruments, an aircrew seat, and partition/door to separate the cockpit and flight engineer?s station from the aircraft cabin and test area.). A ceiling price will apply to the Time and Material effort of this contract. The term of the contract will be 16 weeks after contract award. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. The NAICS Code and Size Standard are 488190 and $6M, respectively. All responsible sources may submit an offer which shall be considered by the agency. The anticipated release date of the RFP is on or about April 24, 2004, with an anticipated offer due date of on or about May 24, 2004. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
