Description
NASA/LaRC has a requirement for renewal of an annual software maintenance of EDS IDEAS-Analysis Engineering software at NASA LaRC. The proposed period of performance is one year. NASA/LaRC intends to purchase the items from EDS (Unigraphics Solutions, Inc) as the only known source who can meet agency requirements. IDEAS/Analysis software is only available from EDS (Unigraphics Solutions, Inc) because all IDEAS software is proprietary. NASA LaRC is currently using the IDEAS/Analysis software in the Structural Dynamics Branch to generate complicated structural models for the Ultra Light Inflatable Structures and Gossamer/New Millennium Program. EDS (Unigraphics Solutions, Inc) is the only known responsible source who can provide the technical support, modifications, and upgrades to the LaRC owned software. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on April 23, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
