Description
NOTE: Any prospective Offeror interested in obtaining plans and specifications for this solicitation must register on our website at http://ebs.sas.usace.army.mil/. Contractors may view and/or download this solicitation and all amendments from the I nternet after solicitation issuance Description of work: Construction of Phases I/II of the 2nd Brigade Barracks complex. The scope includes the construction of barracks buildings, company operation facilities (COF), and battalion headquarters. Support ing facilities include POV parking, concrete pavement, storm drainage, erosion control measures, information systems, water, sewer, fire protection, sidewalks and landscaping. Project also includes demolition of existing structures with asbestos and lead paint abatement. The project is incrementally funded over two years (2004/2005). This project will be solicited and procured using a Performance-Price Trade-Off (PPT) Request for Proposals (RFP) in accordance with Federal Acquisition Regulation (FAR) Part 15.101-1. Offerors are required to submit a price and technical proposal. Each proposal shall contain the offerors best technical proposal and best price. The technical proposal will be evaluated using the following factors: 1) Construction - Past Perf ormance, 2) Construction relevant specialized experience, and 3) Management Effectiveness. The Government reserves the right to reject any and all offers. The anticipated price range is $65,000,000.00 to $80,000,000.00. Network Analysis will be required. This solicitation is issued on an unrestricted basis pursuant to the Business Opportunity Development Reform Act of 1988. This solicitation will be issued in electronic format only and will also be available on or about May 4, 2004 on the Internet at ht tp://ebs.sas.usace.army.mil. Notification of amendments will be through use of the Internet. No additional media (CD-ROM, floppy disks, faxes, etc.) will be provided. It is the Offerors responsibility to check the Internet address provided as necessary fo r any posted changes to this solicitation and all amendments.
