Description
The Internal Revenue Service, Statistics of Income Division is seeking the services of a contractor with extensive knowledge of tax law especially individual and corporation income tax with an understanding of comparability issues in time series data. The contractor shall assist the SOI Division with developing a series of historical capital gains tax tables, develop new S Corporation and Partnership historical tables, provide technical editing and writing services of articles and/or data releases for the SOI Bulletin. The acquisition is issued as a Request For Quote (RFQ), solicitation document number TIRNO-04-Q-00078. The solicitation document and incorporated provisions and clauses are those set forth in FAR Part 13 shall be used. Contractors shall provide a technical proposal/quote to perform the services in accordance with the attached Statement of Work. The period of performance for the services shall consist of a base year and two option years. This is 100% set aside for small business, under simplified acquisition procedures. Offers will be evaluated based upon the following criteria in descending order of importance; Demonstrated expertise of utilizing tax law knowledge in performing equivalent or substantially similar services/projects; Past Performance, including appropriate references; Demonstrated extensive knowledge of statistics and economics as it relates to tax return data; Demonstrated technical writing and editing skills. Award will be made to the firm meeting the technical evaluation criteria as the best overall value to the government.
