- A/E NEW ENGLAND REGION Solicitation No. GS-01P-04-NLD-0044 Due: 5/11/2004 POC Susan Hetrick, Contracting Officer This solicitation is for an Indefinite Delivery/Indefinite Quantity Contract (IDIQ) for Professional Architect/Engineer (A/E) Services (NAICS CODES 541310 and 541330) (Size Standard $4 million). It is anticipated that two (2) separate contracts will be awarded from this solicitation. Each contract will include a base year plus four (4) one-year options for projects located within the geographic area of the New England Region. The geographic area of one contract will be the southern New England States of Massachusetts, Rhode Island, and Connecticut with secondary responsibility and ability to handle work throughout New England. The geographic area for the second contract will be the northern New England States of Maine, New Hampshire, Vermont, and Massachusetts with secondary responsibility and ability to handle work throughout New England. Construction estimates range from $50,000 up to prospectus limitations currently at $2.29 million. All projects may be designed in the metric system of measurement. GSA PBS CAD/CIFM office requires the use of the new 2D CAD standard released 29 March 2004. This CAD standard is a concise update of the prior PBS CAD Standard referenced in the P-100, PBS Facility Standards and the CIFM website. The new standard will be posted to the CIFM website www.gsa.gov/cifm . Design services to be provided include, but are not limited to, interior space alterations, furnishing partial and/or complete design or survey services which may involve all disciplines or one or more discipline support for a project or survey, including architectural, structural, civil, fire safety, estimating, mechanical, electrical, asbestos, landscaping, and interior engineering services for reports, investigations, planning, programming, subsoil investigations, site surveys, and analysis, site utility studies, geotechnical engineering services, environmental studies, estimating and cost/pricing services, energy studies/audits, pre-design services, program/project development, design concepts, tentative design, working drawings and specifications, construction inspection/ services, post construction contract services (shop drawing reviews) materials and other related documents, all when so authorized by execution of firm fixed price task orders. In addition, project management and inspection services shall be included as an option on designated projects. CONSIDERATION IS LIMITED TO FIRMS THAT HAVE AN ACTIVE DESIGN PRODUCTION OFFICE WITHIN ONE OF THE SIX NEW ENGLAND STATES. Prior to final selection, representatives of the selection board will visit the contractors? facilities. Joint venture arrangements will be considered and evaluated for demonstrated ability to provide a quality design effort. Respondents must demonstrate capability and a planned approach to perform all contract services within the designated geographical area of consideration. Supplemental information, such as representative examples of prior relevant projects is encouraged. Services as prescribed for each separate project will be firm fixed price. The minimum guarantee for each contract is $5,000. The total cumulative fee is a maximum of $750,000 for each one year period. A separate fee will be negotiated for each task order. The fee will be based on the overhead, profit, and employee wage rates established in the contract. CONTRACTORS ARE REQUIRED TO REGISTER IN THE CENTRAL CONTRACTOR REGISTRATION (CCR) AT: http://www.ccr.gov prior to award. Selection will be based on the following evaluation criteria in relative order of importance: (1) Professional qualifications necessary for satisfactory performance of required services; (2) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; (3) Specialized in-house experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, Certified Energy Manager(CEM)leads life cycle costing analysis, pollution prevention, waste reduction, and the use of recovered materials. Specialized experience includes the firms? experience in designing repair and alteration type projects with construction estimates up to prospectus limitation currently at $2.29 million with emphasis on firms in-house capacity, key personnel, and experience working under budgetary and scheduling constraints; (4) An active design production office in one of the states mentioned for each contract (one for the North contract and one for the South contract); and (5)Capacity to accomplish the work in the required time. LOCAL TIME on Tuesday, 05/11/2004. Submittals shall be placed in a sealed envelope identified as follows: SOLICITATION NUMBER GS-01P-04-NLD-0044, ARCHITECT/ENGINEER DESIGN SERVICES FOR SOUTHERN NEW ENGLAND STATES AS WELL AS ALL OF NEW ENGLAND, AND NORTHERN NEW ENGLAND STATES AS WELL AS ALL OF NEW ENGLAND. The solicitation and resultant contracts are being procured under FAR Part 36. This solicitation is being issued under the Small Business Competitiveness Demonstration Program and is issued unrestricted. Small Businesses, Small Disadvantaged, Small Women Owned, HUBZone, and Small Veteran Owned Businesses are encouraged to submit their qualifications. THIS IS NOT A REQUEST FOR PROPOSAL.
