Description
SOURCES SOUGHT SYNOPSIS NATIONAL SCIENCE FOUNDATION. The National Science Foundation (NSF) is seeking sources to evaluate and monitor the Local Systemic Change (LSC) initiative in accordance with requirements delineated below. Division of Elementary, Secondary, and Informal Education (ESIE) is responsible for the LSC initiativeProgram , a component of NSF?s Teacher Enhancement program since 1994. LSC is a major ESIE undertaking; and collection and processing of the core data has been a substantial effort and commitment over the past eight years. The current contract expires October 15, 2004. No new LSC projects were funded after 2002. NSF anticipates completion of the project will require two additional years. The effort will include monitoring of the remaining LSC projects and completing the remaining deliverables. The final deliverables will provide valuable information to the field on directing research and educational efforts more efficiently. Deliverables include: a summative evaluation, a report of findings, disseminating instruments and protocols, and describing changes in the context of the program over the last 10 years. Additionally, the contractor will prepare a technical document (publication), appropriate for dissemination to relevant audiences, that fully describes the instruments, their potential for evaluation of education programming and practice, documentation of their reliability and validity, and the skill and training needed for their effective use. The wealth of data amassed thus far provides an opportunity to concentrate on these latter aspects of the LSC evaluation effort with the intent of (1) documenting program impacts; (2) disseminating findings, best practices, assessment instruments, and evaluation methodologies tailored to relevant audiences; and (3) developing a set of questions for future research suggested by the LSC strategy that can deepen NSF?s teacher education and education research programming. the need to collect data from them, has created QUALIFIED OFFERORS RESPONSE INSTRUCTIONS Interested firms should provide a brief description of qualifications and capabilities to perform the services described above, by COB April 24, 2004. It is requested that qualified firms interested in supporting this effort submit a statement of their capabilities to perform the work as described in this notice, this statement should not exceed 10 pages. Efforts should be made to keep responses as BRIEF as possible, concentrating on substantive information essential for a proper review/consideration. The Government will not pay for the cost of response submission.
