- Description ABRASIVE BLASTING AND PAINTING OF AEROSPACE GROUND EQUIPMENT, MCCHORD AFB, WA. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. This purchase request will be issued as a request for quotation (FRQ) under the following PR/solicitation number: F8012940690200. This PR and the provisions and clauses incorporated are those in effect through Federal Acquisition Circular 2001-20. This solicitation is 100 percent Small Business Set-Aside. The North American Industry Classification System (NAICS) code is 238320 (Painting and Wall Covering Contractors) with a small business size standard of $12 Million. The Statement of Work (SOW) for the abrasive blasting and painting of Aerospace Ground Equipment assigned to the 62d Maintenance Squadron, McChord Air Force Base Washington is attached. See SOW for additional information and specific guidance governing contract performance. Delivery requirements are project completion within 14 days of contract start date. A site visit of the aerospace ground equipment (AGE) will be conducted 14 April 2004, 10:00 AM, McChord Air Force Base, Washington; interested parties must stop at the Main Gate Visitor’s Center between 9:30 AM and 10:00 AM to obtain a visitor’s pass. Attending the site visit is strongly recommended. Contractors interested in attending the site visit should contact Whitney Brown at (253)-982-3876 or by email at whitney.brown@mcchord.af.mil by 4:00 PM PST, 12 April 2004 and provide name and driver’s license number and state of issuance. Contractors not interested in attending the site visit but still interested in bidding on this contract are encouraged to contact Whitney Brown at (253)-982-3876 or by email at whitney.brown@mcchord.af.mil by 4:00 PM PST, 12 April 2004 so applicable documents and other information addressed during the site visit may be disseminated. Request for Quotations should be submitted to: 62nd Contracting Squadron, PO Box 4178, 1197 A Street, Room 10, McChord AFB WA 98438-0178. Quote submitted should be for the entire job. Quote must be received no later than 4:00 PM PST, 22 April 2004, and may be received by mail, FAX at 253-982-5053, or e-mail to whitney.brown@mcchord.af.mil. Statement of Work: This statement of work is for the abrasive blasting and painting of Aerospace Ground Equipment assigned to the 62d Maintenance Squadron, McChord Air Force Base Washington. The contract work start date will be coordinated by the awarded contractor and Air Force personnel after required permits are obtained and will be based on the availability of the Corrosion Control Facility (CCF), building 1160. All media blasting and painting will be done at McChord AFB inside of the CCF. 1. The contractor will: a. Provide, assemble, and power a portable abrasive blast booth to be used inside the CCF, building 1160. - The portable booth must be large enough to facilitate complete enclosure of the equipment being abrasive blasted and provide collection of all particles of abrasive material and paint during the process to comply with the Puget Sound Clean Air Agency (PSCAA) directives. b. Submit a completed Notice of Construction (NOC) and associated documentation (PSCAA Form P, Additional Information for Abrasive Blasting and Environmental Checklist) through McChord AFB, 62d CES/CEVC and obtain the Order of Approval to Construct from Puget Sound Clean Air Agency prior to setting up the portable blast booth in the CCF. - Directions for completing the NOC can be found on-line at the following URLs: NOC Procedures: http://www.pscleanair.org/businfo/formsprocedures.shtml NOC Forms: http://www.pscleanair.org/businfo/formsprocedures.shtml#form Complete Form P(General Information) Additional Information for Abrasive Blasting: http://www.pscleanair.org/forms/permits/50-164.pdf Provide all additional information requested in this form along with the NOC Environmental Checklist: http://www.pscleanair.org/forms/sepachek.pdf Complete this checklist and submit with NOC. - Additionally, within 5 days after completing construction, the contractor must submit through McChord AFB, 62d CES/CEVC, the Notice of Completion, on the form provided with the Order of Approval. - The CCF has a PSCAA Order of Approval # 7184 that authorizes painting in the hangar using military specification paint, primer and thinner indicated in this Statement of Work. - The assembly of the portable abrasive blast booth will not be drilled or permanently attached to any part of the CCF floor or beam construction and will be approved by the CCF facility manager before contract work begins. c. Inspect all equipment after abrasive blasting is complete for exposed stress cracks. d. Weld to repair stress cracks on material before priming and painting process begins. e. Protect the concrete hangar floor in the CCF from erosion during blasting of equipment and assembly and disassembly of portable abrasive blast booth. f. Provide transportation of portable abrasive blasting booth, vacuum collection system used and power equipment to the CCF and off of McChord AFB after job completion. g. Provide personal protective equipment for both the abrasive blasting and paint operation that will follow requirements identified in the Order of Approval #7184 from the Puget Sound Clear Air Agency and Occupational, Safety and Health Administration standards. h. Provide necessary supplies not listed in paragraph 2 and workforce personnel necessary to complete abrasive blasting, welding and painting of the following equipment: 9 B2 Maintenance Stands 1 Aircraft Jack Trailer 10 Oversize pieces of AGE to be painted i. The portable booth must be able to enclose a B-2 Maintenance Stand that measures 166 inches long x 124 inches wide x 202 inches high and a jack trailer that measures 184 inches long x 154 inches wide x 56 inches high. The units can be abrasive blasted individually and then placed into the open bay area of the CCF to be primed and painted. j. Maintain work area neat and clean during process to prevent unsafe working conditions and clean facility after contract work completion to return facility to building manager. k. Abrasive Blast booth must provide complete collection of used Abrasive Materials that will be hazardous material in order to comply with Federal, State and Local Environmental Regulations. l. For all chemicals not listed in paragraph 2 a, b, and c below; the contractor must provide all information identified on the Transient Organization HM Request Form provided by 62 CES/CEV to include copies of MSDS’ for any hazardous material not provided by the Air Force. All hazardous materials not provided by the Air Force must be authorized prior to start of operations, and at end of project actual use data must be provided to 62d CES/CEVC. Contractor may use the form provided (form is located at: \\Aw_common\common\HazMat Management\Contractor Projects\TransientOrgHMReqForm.doc). Any wastes generated must be coordinated through 62 CES/CEV including but not limited to profiling and manifests. The expended abrasive material will be considered a hazardous waste once used and the contractor must take the material off of McChord for proper disposal to comply with Federal, State and Local Environmental Regulations. m. Perform operation in compliance with National Fire Protection Association (NFPA) Codes applicable to Abrasive Blasting/Sanding, Painting and welding of equipment inside a facility. n. Notify CCF facility manager, Matt Kozma with intended start and stop time of all welding for the purpose of fire permit compliance. o. Portable Abrasive Blasting booth must not block or interfere with any fire protection devices installed in building 1160. p. Perform operation in compliance with U.S. Occupational Safety and Health Administration code: 29 CFR 1910. 2. The Air Force will: a. Supply 9 gallons of Zinc Rich Primer, MIL-P-26915, stock number 8010-00-964-6798 that will cost the A.F. $1,125.54 b. Supply 18 gallons of Semi-gloss Forest Green Polyurethane paint, MIL-C-85285, stock number 8010-01-330-3435 that will cost the A.F. $893.07 c. Supply 1 five gallon can of Paint Thinner, MIL-T-81772 TYL stock number 8010-00-181-8079 that will cost $74.81 * The total cost of Government Furnished Equipment (GFE) will be $2,093.42 for the calculation of the Washington State Use tax. d. Supply Material Safety Data Sheets for paint, thinner, and primer listed above. e. Dispose of all Air Force provided material: Paint, Thinner, Primer in accordance with Federal, State and Local Environmental Regulations through the on-base contractor TekStar. f. Inspect facility daily and coordinate with contract supervisor to resolve any unsafe conditions to protect workers rights in accordance with OSHA standards and will ensure the blast booth will not interfere with the facilities fire suppression system. g. Ensure all equipment (in paragraph 1h above) is transported to the CCF before contract work begins. h. Provide area in the CCF hangar to keep equipment that has been blasted out of the elements until welding, priming and painting is accomplished. i. Provide area in the CCF to Weld cracks, Prime and Paint all blasted pieces of equipment. j. During Prime and Paint process the established paint area of the CCF hangar will be used and the paint vapor/air filtration system installed in the CCF will be utilized in order to comply with OSHA standards and the Notice of Construction Permit # 7184 from the Puget Sound Clean Air Agency for the CCF use. k. Provide trained CCF person to operate vapor/air filtration system in facility during primer and paint application process. l. Obtain Fire Permit from McChord AFB Fire Department and coordinate date and times for welding process to comply with the National Fire Protection Association (NFPA) Codes applicable to welding equipment inside a facility. 3. All equipment will be painted in accordance with Air Force technical orders 35-1-3 and 1-1-8, specific thickness of primer and paint listed below. a. Primer coat will have a dry film thickness of at least 2-3 mils. b. Top Coat/Finish Coat will have a dry film thickness of at least 1.6 to 2.4 mils 4. Mr. Rowland Long (AGE) or Mr. Matt Kozma (FAB) 982-5375 will perform quality inspections and sign off on all finished products. 5. All work must be completed within 14 days from the contract start date. The CCF is available for use 24 hours a day, 7 days a week once contract begins with coordination from MSgt Ronald Smith 982-4944 or Mr. Matt Kozma 982-5375.
