NOTICE: 100% HUBZONE SET-ASIDE. The solicitation and attacchments will be posted in electronic commerce on or about April 19, 2004 at the following website: www.fedbizopps.gov (SEE FEDBIZOPPS SEARCH below). All amendments will be posted to this website. PAPER COPIES OF THIS SOLICITATION WILL NOT BE ISSUED AND TELEPHONE REQUESTS OR FAX REQUESTS FOR THIS SOLICITATION WILL NOT BE ACCEPTED. Description: 100% HUBZONE SET-ASIDE. White River Campground Access Road, Repair/rebuild roadway embankment and protect with rock revetment at two locations, Mount Rainier National Park, Tahoma Woods, Star Route, Ashford, Washington, Solicitation Number N9455040067. The National Park Service, U.S. Department of the Interior, is soliciting proposals for a firm, fixed-price construction contract to furnish all labor, material, equipment, and expertise necessary to perform all operations required for the successful completion of the above named project. Work includes, but is not limited to excavation of riverbed material and placement of large (3 to 15 ton) revetment rock for the roadway embankment foundation, placement and compacting excavated material to reshape the damaged roadway embankment, importing fill material to compliment excavated material, place a 5-foot thick mat of large (2 to 5 ton) rock above high water level to protect the reconstructed roadway embankment, replace existing 24-inch CMP culvert with new Government-furnished culvert, and top off with 12-inch thick layer of aggregate base course material to receive an asphalt concrete pavement under a separate action. The NAICS code for this project is 237990 and the small business size standard is $28.5 Million. Contract duration is twelve (12) calendar days following notice to proceed. The contract performance period shall be from June 21, 2004 to July 2, 2004. The Contractor will be permitted to work the weekend of June 26-27, 2004, if needed, to meet the July 2nd, 2004 completion date. In accordance with FAR Subpart 36.204, the price range for this contract is between $100,000 and $250,000. The procurement is a Request for Proposal (RFP) and is subject to the provisions of Federal Acquisition Regulations (FAR) Part 15, Contracting by Negotiations. This is a "Best Value" negotiated procurement. The Government will consider an offeror's capability (technical expertise and past performance) in comparison to the offered price, with price equal in importance to the offeror's capability. In addition, this procurement is offered as a 100% Set-aside for HUBZone small business concerns. A site visit will be scheduled for all interested parties with the time and date to be announced in the solicitation, Section L, clause 52.236-27, Alt. 1, Site Visit (Construction). Responses will be due approximately 30 days following issuance of solicitation. Search by referencing the solicitation number (above), Department of the Interior, National Park Service. Bonds must contain original signatures, seals and power of attorney. Offers must include a completed version of Section K, Representations and Certifications, and other data specified in Sections L and M of the solicitation. Facsimile offers shall NOT be accepted.
