- Description This preliminary information is being made available for planning purposes only subject to FAR Clause 52.215-3 entitled ?Solicitation for Information or Planning Purposes?. This is a request for information from interested parties. We are interested in whether or not you have the capability to fulfill the potential requirements that follow. It does not constitute a request for proposal, Invitation for Bid or request for quotation and is not to be construed as a commitment by the Government to enter into a contract. This request for information is subject to review or cancellation at anytime. The Coalition Provisional Authority (CPA) is requesting Information and sources sought from industry. This is a request for industry capabilities and sources to provide information on Public Works infrastructure for potable water conservation and sewage systems in IRAQ. Initial conservation effort is to reduce from a 60% loss rate to a level of 40% with a sustainable program in place to continue reducing the loss rate. Potential Requirements include: assessment of infrastructure/existing data to determine initial priority of conservation and repair efforts; procurement of piping, valves, fittings, and meters; training of personnel in asset control and inventory management; training of public works engineers and planners to budget for and execute a sustainable operations and maintenance program; and monitoring of efforts to reduce potable and sewage leakage. Possible tasks include, but are not limited to: Assisting the public works officials to determine what usable assets exist in all Governate sites. Establishing an asset control and inventory management system for the public works officials to include: a system for acceptance and management of all Ministry equipment, computerized inventory tracking and control system. Establishing a national maintenance program to achieve water conservation goal and put into place a long-term sustainable public works maintenance system. Assisting the public works officials in determining annual operations and maintenance requirements. Identify urgent priority/urgent need water and sewage candidates for repair and then defining scope of work and material requirements. Recommending and upon approval by the Sector Program Management Office (SPMO), procure required water distribution materials including piping, fittings, meters, and valves to be installed during initial maintenance and water conservation effort. Recommending and upon approval by the SPMO, procure required sewage main and secondary distribution piping, fittings, meters, and valves to be installed during initial maintenance effort. Developing a recommended list of parts and equipment that will be necessary for the Ministry to get crews and materials to work cites, execute maintenance projects and maintain operations and maintenance systems. Training public works national and regional management to develop and implement maintenance and water conservation programs. Accomplishment of the project objectives will require at least the following tasks: If available, review existing data for the operation and maintenance of the public works system in the Governates. Attend meetings as required. Provide operations and maintenance, Standard Operating Procedures, and training manuals in both English and Arabic with manufacturer?s documentation, manuals and warranties. Provide a list of sub-contractors and supplier, whether foreign or domestic (Iraq), with their qualifications for approval. This RFI is not to be construed as a commitment by the CPA, nor will CPA pay for the information submitted in response. The CPA is not bound to incorporate the respondent?s input or deviate from the minimum requirements established in the specification(s). The CPA anticipates issuing a solicitation within 15 days after closing of this RFI. It is not the intention to have the contractor perform a capital needs study for the country.
