- NASA/LaRC plans to issue a Draft Request for Proposal (DRFP) for Earth and Space Science Evaluations, Assessments, Studies and Services/Support on or about April 30, 2004. The award of a cost-plus fixed fee indefinite delivery/indefinite quantity (IDIQ) type contract is expected. The anticipated start date is January 3, 2005. The objectives of this task order contract are to: 1) conduct evaluations of proposals and competitive mission concepts covering technical, management, costs and other program factors; 2) conduct assessments of current and potential NASA programs; 3) conduct management, scientific and technical studies; 4) conduct quick studies and assessments; 5) provide information management services, and 6) provide administrative support. This procurement is a follow-on to NASA Contract NAS1-00095 for Space Science Studies and Assessments, with Science Applications International Corporation (SAIC). This contract, along with other information, is available in an electronic bidders library at URL: http://foia.larc.nasa.gov in the "Electronic Reading Room". The DRFP will be issued pursuant to NASA FAR Supplement 1815.201. Questions/Comments are invited from potential offerors on all aspects of the DRFP, including the requirements, schedules, proposal instructions, evaluation approach and subcontracting goals. The Government is not requesting proposals in response to this DRFP, does not intend to award a contract on the basis of the draft solicitation and does not intend to pay for any information received regarding this draft solicitation. Prospective offerors are invited to submit questions/comments in writing to the Contract Specialist, Robert J. Rice, by e-mail to Robert.J.Rice@nasa.gov. The anticipated release date for the final RFP is on or about June 23, 2004, with an anticipated offer due date of on or about August 3, 2004. A cost-plus-fixed fee contract is contemplated for this effort with a period of performance of sixty (60) months. This procurement is a full-and-open competition. The NAICS Code and Size Standard are 541710 and 1500 employees, respectively. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. All responsible sources may submit an offer to the final RFP which shall be considered by the agency. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any).
