Description

This Is A Sources Sought Announcement Only For Purposes Of Conducting Market Research. There Is No Solicitation Available At This Time. Requests For A Solicitation Will Not Receive A Response. The 30 March 2004 Pre-solicitation Notice for this re quirement, W911SE-04-R-0005, was issued in error and is no longer applicable. The Southern Region Contracting Center-East, Fort McPherson, Georgia is conducting market research to determine the extent to which small businesses are capable of performing as prime contractors for a multifunctional requirement to provide the Continental U.S. Support Base Services in thirteen different task areas identified in the draft Performance Work Statement: 1. Contract/Task Order Management; 2. Plans; 3. Training; 4. Mo bilization; 5. Security; 6. Human Resources; 7. Finance; 8. Material Management and Supply; 9. Services; 10. Movements; 11. Equipment Readiness and Maintenance; 12. Billeting and Facilities; and 13. Information Management. The anticipated North American I ndustrial Classification System code for this acquisition is 561210, small business size standard is $30 Million. The Government will not reimburse any concern for any information that is submitted in response to this Sources Sought request. Any informat ion submitted is voluntary. Interested business concerns are invited to provide a capabilities statement demonstrating ability to perform the following: Capability 1. The capability to perform draft PWS Task Area 1 and any two or more of draft PWS Task A reas 2 through 13 in more than one location - see Market Research Matrix; Capability 2. Staffing Approach that demonstrates the ability to recruit and adjust staffing levels at and between the locations identified in Capability 1 in response to fluctuating requirements; Capability 3. Past Performance information demonstrating relevant past experience in any of the task areas referenced in Capability 1 along with dollar value - preferably exceeding $1,000,000.00 but not less than $500,000.00; Capability 4. D ata indicating total gross annual sales and staffing levels for each of the last three years; and Capability 5. Indicate whether interested business concern is small, small disadvantaged, 8a, woman owned, service disabled veteran, HubZone or any other soci o-economic group. A draft Performance Work Statement will be provided for informational purposes only. Interested concerns are also encouraged to submit under separate cover any comments/questions regarding the draft P W S. A Market Research Matrix must be completed by all interested business concerns and returned with the capabilities statement. In addition to draft P W S Task Area 1, interested business concerns must indicate two or more task areas and locations that the concern can support, as well a s identify, the estimated number of personnel per task area that can be provided per location. All interested concerns are advised that some portions of the requirement may be reviewed and/or evaluated by M P R I, a contractor, located at 1201 East Abingd on Drive, Suite 425, Alexandria, VA 22314, 703-684-0853. It is the responsibility of submitters to resolve Organizational and Consultant Conflicts of Interest issues. All interested business concerns are required to respond to this sources sought announc ement via email by April 29, 2004, 2:00 p.m. E D T. Responses shall not exceed 10 pages, excluding the Market Research Matrix, and must include company point of contact, email address, telephone number and fax number. The information provided in respons e to this sources sought will be used to finalize the acquisition strategy for this requirement. If it is determined that responses received from small businesses do not address all the required 13 task areas and locations, the final acquisition strategy may provide for a portion of this requirement to be competed on a full and open basis. Large business concerns are not prohibited from responding to this annou ncement; however, information submitted from large businesses may not be used if an adequate number of small businesses demonstrate an ability to perform all tasks at all locations.
