Description
NOTIFICATION OF INTENT TO INVITE BIDS Acquisition, installation, and test of Ground/Air/Ground communication equipment (UHF, VHF) in fifteen (15) radio communication sites placed in Spain mainland, Balearic Islands, and Canary Islands, and its integration in three Command and Control Sites. FINAL DATE FOR THE RECEIPT OF NOMINATIONS IS 28 APRIL 2004 COSTING The Cost estimate for this project is Euro 31,500,000. SCOPE Provide, install and test radio (UHF, VHF) communication equipment for fifteen radio sites in Spain mainland, Balearic Islands, and Canary Islands and its integration in 3 Command and Control Entities (Torrejon, Gando, and Zaragoza). Electronic Equipment: Radio equipment, antennas, interfaces, G/G communication, multiplex, cryptographic equipment (integration only). The planned quantity of radio equipment is about 120. Ground/Air/Ground Radios are HAVE QUICK II compatible, i.e. can be operated in a HAVE QUICK mode STANAG 4246. Compliancy with or capability to comply with STANAG 4372 will be the basis for competition. In the case of the latter, there shall be mandatory pricing for SATURN upgrade option. Associated civil works: Buildings (new or refurbished), antennas support structures, power plants, HAVAC, transmission lines, etc. Logistics: Spares, codification, training, documentation Other services: Change the position of some equipment, transportation and insurance for new ones, warranty. The relevant technical specifications and contracting subjects shall be contained in the Invitation for Bid to be issued later TENATIVE SCHEDULE Final date when firms must have indicated their interest in bidding (Declaration of Eligibility): 14/04/04 IFB package planned distribution date: 1/06/04 Intended closing date for bids: 15/09/04 Bids validity until: 15/03/05 Estimate awarding date: 16/10/04 Estimate project duration: 48 months Type and level of classification of information regarding the program and bidding process: NATO RESTRICTED Program identifying reference numbers: 5WI07010-0 Method of bidding: Standard (one-step) International Competitive Bidding Procedures as per NATO Security Investment Procedures for International Competitive Bidding (AC/4-D/2261, January 1996) shall be followed.
