Description
The Drug Enforcement Administration (DEA) has a requirement for the acquisition of Certificates of re-accreditation for the DEA Office of Forensic Science Crime Laboratories. Mandatory requirements are as follows: Re-accreditation of the laboratory system must comply with ISO 17025 Standards for Testing and Calibration Laboratories, Re-accreditation standards must meet or exceed the ASCLD/LAB Supplemental Requirements for Testing and Calibration Laboratories (which incorporates the International Laboratory Accreditation Commission (ILAC) G-19 Document standards, Have substantial previous experience in the assessment of forensic science laboratories, Inspections of the DEA Laboratories must be conducted at various locations, The accrediting body must have professional peer-based recognition to include law enforcement related forensic science laboratories, The accrediting body must be recognized for its legitimacy within the forensic science community, The accrediting body must be represented by a broad base of accredited member laboratories allowed to participate in the decision making processes, Maintenance of accreditation must include a committee organized by the accrediting body to review external proficiency testing requirements of the accrediting body. The proficiency review program will be responsible for the independent referral and refereeing of discrepant analytical results in an external proficiency testing program. The review program must consist of at least two members per committee per discipline and trained assessors must be familiar with the assessment criteria of the accrediting body. It is anticipated that a sole source purchase order will be awarded to the American Society of Crime Laboratory Directors/Laboratory Accreditation Bard (ASCLD/LAB). This award is for services which the Government intends to solicit and negotiate only with ASCLD/LAB under authority of 41 U.S.C. 253(c )(1) as implemented by FAR 6.302-1. Any firms desiring consideration must fully identify, in writing, their capabilities to perform the mandatory requirements addressed herein, including the government?s time frame for accreditation to occur. This information must be submitted to the contracting official listed above, via e-mail and/or fax at (202) 307-4877, within fifteen (15) calendar days after publication of this notice. All respondents will be considered by this agency. This requirement is being solicited on a Sole Source basis. See Note No 22.
