Description: Design and construction of the Alteration of the existing 60,012 SF Army Reserve Center (ARC), Organizational Maintenance Shop (OMS), and Unheated Storage (UNHTD STRG), Caven Point, Hudson County, New Jersey. The existing facility consists of four in ter-connected buildings that provide functions for Training, Unit Storage, Vehicle Maintenance, and Administration. The renovation work includes new mechanical, electrical, interior finishes, window systems, roofing system, elevator, and exterior finishes. Supporting facilities include parking. Asbestos and lead-based paint abatement will NOT be part of this contract. Furniture will be purchased by other contract. This solicitation also contains option items. These items are: 1) New Sloped Shingle Roofs; 2 ) Complete Kitchen; 3) New Loading Ramp; 4) Replacement Washrack; 5) New Grand Entrance Renovation; 6) New Landscaping; 7) Mobile Kitchen Equipment Pad; and 8) Energy Management System Upgrade. 15% of the work is to be self-performed. This solicitation is a Request for Proposal (RFP). Proposals received in response to this solicitation will be evaluated for best value to the Government in accordance with the following criteria listed in descending order of importance: Experience of the Prime Contractor,Desi gn Contractor,and Subcontractors; Technical Approach; Past Performance; and Price. All evaluation factors, other than cost or price, when combined, are equal to cost or price. The price range is $5,000,000 to $10,000,000. This project is available on CD an d by downloading from the Internet. Project specification files are Portable Document Format (PDF) files and can be viewed, navigated, or printed using Adobe Acrobat Reader. The drawing files are in CAL format and can be viewed, navigated, or printed using Source View Reader. Both readers are contained in the solicitation package.
