Description
General: The National Park Service, Department of Interior, is soliciting proposals for construction firms having the capability to perform the work described below. This solicitation will be issued electronically, on the Department of Interior's National Business Center (NBC) website, at http://ideasec.nbc.gov. Paper copies of this solicitation will not be made available. Prospective offerors desiring to conduct business with DOI are requested to register at the National Business Center. Proposal documents will be available in Microsoft Word, HTML and Adobe PDF. Specifications and drawings will be available in Adobe PDF format. Offerors wishing to receive electronic notification of changes will need to register to receive notification of this specific solicitation at http://ideasec.nbc.gov. This service is provided for convenience only and does not serve as a guarantee of notification. Subscribers to this service are ultimately responsible for reviewing the http://ideasec.nbc.gov site for all information relevant to this solicitation. Planholders will be required to visit this website periodically to check for amendments and other changes to the contract documents. No other notifications will be sent. Proposed Issue Date: May 6, 2004. Title of Project: Rehabilitation of Historic Superintendent's Residence (House 19) and Rehabilitation of Historic Naturalist's Residence (House 20). Description: House 20 - partial demolition, replacement of roof wooden systems with new framing, raking and repointing of stone masonry and minor interior wall relocation, replacement of some floors, all new plumbing, heating and sprinkler systems, all new electrical and alarm systems, installation of finishes, installation of new and existing exterior and interior doors and reshingling of roof and walls. House 19 - partial demolition, replacement of roof wooden systems with new framing, new minor stone work and repointing of existing stone work, all new plumbing, heating and sprinkler systems, all new electrical and alarm systems, installation of finishes, and reshingling of roof and residing of walls. Type of Procurement: A negotiated firm-fixed price contract will be awarded requiring submission of both a technical and a price proposal. The Government will consider an offeror's technical capability in comparison to its price, with technical capability and price being of equal importance, and will then select the contractor whose proposal represents the best value to the Government. Evaluation criteria will be as follows: (1) Demonstrate successful experience in the coordination, construction and rehabilitation of Historic Structures, including structural modifications, selective demolition, plastering, installation of new electrical, mechanical, and plumbing systems, and relates site work, while protecting the integrity of historical materials to remain. If any of the above project elements are to be performed by subcontractors, provide the required documentation related to each factor for each subcontractor. Document relevant similar past project work. (2) Experience and abilities in construction project management. This includes preparing and monitoring a critical path method (CPM) schedule for this type and size of project; coordinating all work (prime and subcontractor) to assure that it is completed in accordance with the plans and specifications; providing cost control oversight to ensure that all contract work is performed within budget; ability to assure efficient scheduling performance of the work by own forces, subcontractor, and material suppliers to meet the schedule completion date; and completion of punch lists in a timely manner. Include in your proposal a CPM schedule for the period of performance (3) Demonstrate ability to perform building and utility work as identified in the plans and specifications while maintaining services to existing facilities. Summarize proposed methods to accomplish the work. Estimated price range: $1 million - $3 million. Time for completion: 210 days not including winter shutdown from approximately October 30 to June 1 of each calendar year. Proposal receipt date is approximate; actual date will be established at the time that the solicitation is issued.
