Description: This solicitation will be available on or about May 21, 2004. TELEPHONE REQUEST WILL NOT BE ACCEPTED. This requirement is being procured in accordance with Part 15 of the Federal Acquisition Regulations. The National Park Service intends to issue a Request for Proposal for Preservation of Perseverance Hall, Rehabilitation of Breezeway and Reimann House and Stabilization of Rabassa House and Caretakers House. LOCATION: New Orleans Jazz National Historical Park, (approximately 2 acre site located in Louis Armstrong Memorial Park) New Orleans, Louisiana. SOLICITATION NUMBER: N5705040700. DESCRIPTION OF WORK: The National Park Service requires a firm, fixed-price construction contract to furnish all materials, labor, tools, parts, equipment, supervision, and all other incidentals as necessary for the successful completion of the above named project. Work includes, but is not limited to: Major renovation of a 2 story frame house for use as offices, preservation of a historic 2 story brick and stucco masonic hall, construction of a new concrete block addition to house the HVAC equipment, major renovation of a two story steel frame gallery between the two buildings including elevator and a new stairway. The renovation includes all site utilities, and building services including mechanical, electrical, plumbing, telecommunications, and HVAC systems. Also included is landscaping and minor repairs and maintenance work on two other smaller 2 story frame and stucco houses. The Request for Proposal will consist of BASE BID AND FIVE (5) ADDITIVES. THE BASE BID consists of Perseverance Hall, Breezeway, Reimann House, Rabassa House, and Caretakers House (Radio Station). ADDITIVE No. 1 consists of Fire and Security Alarms at Rabassa and Caretaker's House, ADDITIVE 2 consists of Flagpole, Light & Landscaping at Circular Island, ADDITVIE 3 consists of Four (4) Benches, Two (2) Trash Receptacle, ADDITIVE 4 consists of Motorize Existing Entrance Gates and ADDITIVE 5 consists of Lightning Protection- EASE Type. AWARD IN THE BEST INTEREST OF THE GOVERNMENT MAY BE MADE ON THE BASE BID AND ADDITIVES FOR WHICH FUNDS ARE AVAILABLE AT THE TIME OF AWARD, PROVIDED THAT AWARD ON SUCH COMBINATION OF BIDS ITEMS DOES NOT EXCEED THE AMOUNT OFFERED BY ANY OTHER CONFORMING RESPONSIBLE BIDDER FOR THE SAME COMBINATION OF BID ITEMS. The North American Industry Classification System (NAICS) Code is 23541. The size standard is $11.5 million. Contract duration is 390 calendar days following the notice to proceed. In accordance with FAR Subpart 36.204, the price range for this contract is between $1,000,000.00 and $5,000,000.00. A site visit will be scheduled for all interested parties with the time and date to be announced in the solicitation, Section L, clause 52.236-27. Responses will be due approximately 30 days following issuance of solicitation. The point of contract for this solicitation is Dianne Mitchell, Contracting Officer, National Park Service, 100 Alabama Street SW, Atlanta, GA. All responsible sources may submit an offer, which if submitted in a timely manner, will be considered. All vendors will be asked to register their company with the electronic commerce website. Be prepared with your company's DUNS number, available from Dun and Bradstreet at 1-888-546-0024, and your Federal Tax Identification Number (TIN). All vendors should pre-register to save time, by logging onto the Central Contractor Registry (CCR) at the Internet site at http://www.ccr.gov. Responses from offerors will be accepted at the address listed in the solicitation in hard copy with the manual signature of the authorized company official. Facsimile offers WILL NOT be accepted.
