Description
The Naval Air Systems Command, Naval Air Warfare Center Weapons Division (NAVAIR WD) China Lake CA intends to procure on an other than full and open competition basis one (1) Radio Detection and Ranging (RADAR) Moving Target Simulator (MTS). The proposed contract type is a Firm Fixed Price (FFP) and will be sole sourced to KOR Electronics Inc. located in Cypress CA. KOR is the only known source for an MTS meeting all the required specifications. The MTS shall provide free space RF target/jammer to an airborne radar system during flight tests and programmable dynamic range, doppler and Radar Cross Section (RCS) R^2, R^4 to the radar under test. In addition, it shall provide the necessary overall frequency bandwidth, instantaneous bandwidth, and wavelength corrected doppler for a frequency agile radar system. The MTS shall be mobile. It will be used at various locations on the test ranges; this is an outdoor desert environment with large temperature extremes. The unit should be sealed to prevent dust, rain and wind intrusion during operation and storage. The MTS shall provide some basic Electronic Countermeasure (ECM) techniques, 1 target with jamming or with out ECM. All targets and target scenarios will be mechanized and controlled using a personal computer or equivalent with relative easy user interface. A method of calibration will be required to verify its performance prior to each flight test or as needed. The performance specifications are as follows: 1) Number of targets: 1 target with and without ECM; 2) Overall frequency bandwidth shall cover 8 GHz to 12 GHz. (WR-90 bandwidth); 3) Instantaneous bandwidth: 500 MHz or greater; 4) Doppler bandwidth: + or ? 1 MHz (closing and opening targets); 5) Doppler resolution: less than 1 Hz.; 6) Target Range: 150 nmi. maximum .5 nmi. Minimum; 7) Target Range delay: 200 nsec. to 1 msec.; 8) Target Range delay accuracy: less than 10 nsec.; 9) Range tapers: Fixed range delay, R^4 and R^2; 10) Pulse widths: 100 nsec. to 100 usec; 11) RCS target level: +15 dBsm to ?20 dBsm; 12) RCS target level step size: 1 dB increment or smaller; 13) Dynamic range: greater than 60 dB; 14) Spurious signal level: less than -30dBc; 15) Amplitude Flatness: + or - 2 dB over entire bandwidth. Can use calibration target to achieve requirement; 16) RF power requirements: Input power-- +10 dBm to ?50 dBm Output power-- +10dBm to ?70dBm; 17) Necessary interface to provide future growth for an external source for high-speed frequency hopping using a Comstron FS2000 or equivalent. The environmental and power requirements are as follows: 1) Temperature range: 0 deg C to 55 deg C operational -20 deg C to +70 deg C storage; 2) Operating power: 115 VAC, 60 Hz, single phase, standard wall outlet. The government anticipates providing a frequency synthesizer as Government Furnished Property (GFP) to be integrated into the MTS system. This notice of intent is not a request for competitive proposals; however, any firms believing that they can fulfill the requirement may submit a written response to be received at the contracting office no later than 15 days after the date of publication of this notice, clearly showing its ability to do so without causing programmatic hardship. All responsible sources may submit a proposal, which will be considered by the agency. Award will be made on an all-or-none basis, FOB Destination, on or about 20 Sep 04.
