- Description
- The Naval Air Warfare Center, Weapons Division China Lake, CA intends to procure on a competitive basis a quantity of one (1) First Article and seventy-seven (77) BLU-116 pre-production penetrator warhead cases utilizing a Firm Fixed Price Contract. An Option including a range of 50-360 units with the ability exercise multiple times will be included in the solicitation. The total of the Option line item will not exceed 360 units. A First Article unit for each exercise of the option will be included with a maximum of three (3) will be included in the solicitation. The successful offeror shall be required to fabricate, inspect, test, and deliver the units in accordance with a Statement of Work (SOW) and Drawing Package. One First Article Unit shall be produced and tested prior to 18 weeks after contract award. First Article Inspection (FAI) tests shall include chemical analysis, tensile and charpy mechanical testing, hardness testing, magnetic particle inspection, decarburization inspection, and all dimensional features defined in the Drawing Package. In addition the FAI shall include metallographic examination of the heat-treated microstructure to determine the specific nature of the microstructure, its morphology and grain size. The remaining 77 units and documentation will be delivered in lot sizes of 20 units, unless otherwise specified by a representative of NAWCWD. These units shall include production testing to be performed on each penetrator case including all dimensional features defined in the Drawing Package, hardness testing, and magnetic particle inspection. Production testing to be performed by lot includes chemical analysis (by heat lot), tensile and charpy testing (by heat treat lot), and decarburization inspection (by heat treat lot). Delivery of the 78 units shall be no later than 6 months after award (or Option exercise for Option units). The Request for Proposal shall be issued on or about May 03, 2004 and will be available through the 2.0 Contracts Competency homepage at: https://contracts.nawcwd.navy.mil/rfp-nawc.htm. The Drawing Package will not be available on-line and will be made available only upon request. The offeror is responsible for requesting a hardcopy of solicitation portions not on-line in sufficient time to permit receiving the hardcopy via U.S. Mail.
