- Student Tracking System 1. Objective. The Government is seeking information on a possible requirement for a system to track students during field exercises in a wooded environment and provide instantaneous information to the cadre to locate and retrieve those students. There are two requirements, one for a system to track 500 students and the other system to track 400 students. 2. Current Process. Currently, instructors patrol the roads inside and on the perimeter of the exercise area to locate lost, injured or cheating students. At the end of each exercise, these instructors continue to patrol roads to pick up students who have not completed the exercise in time. This process continues until all students are located. Although, if, after two hours after the end of the exercise, all students are not located, instructors will then begin retracing all lost students? routes on foot. If after four hours the students are not found, instructors will begin searching the area one kilometer on either side of the route the student should have taken. If after eight hours the student is still not found, air assets are brought to aid with the search. This process continues until the student is found This method is extremely manpower intensive and has an adverse effect on training, cadre and student welfare. 3. Requirement. A student tracking system that will provide accurate real-time location data to the cadre. One cadre tracking device will be located at a central command location and monitor the entire training area. The second device will be a hand-held device that every cadre in the field uses to track individual students. Batteries need to be rechargeable and include a system to rapidly recharge all batteries The student devices must: 1. Be small, lightweight and easily carried by student 2. Be at least splashproof 3. Shock Resistant 4. Support two-way communications 5. Batteries must last at least 24 hours 6. GPS and GPM capable 7. GPS data not viewable on device 8. Operate in temperatures of 20-55 degrees Celsius 9. Range approximately 15 kilometers The Cadre Tracking Device must : 1. Accept GSM and GPS input 2. Have reliable coverage in the NTA, Camp MacKall and Hoffman training areas 3. Provide GPS data viewable on a receiving station 4. Receiving station no larger than a standard laptop 5.
