Description
DESCRIPTION: This is a sources sought synopsis for small business acquisition planning purposes and no formal solicitation exists at this time. MSC is soliciting input from Small Business (SB), 8(a), HUBZone and other socio-economic concerns to determine the technical, administrative, management and financial capability of such offerors to perform this kind of work. Interested small business offerors must submit a brief but complete capability statement that demonstrates the capability to perform this service for an evaluation to this office no later than 31 March 2004. All responses to this sources sought shall include company name and address, business size and type, point of contact to include email address and phone number, a cost estimate, as well as previous procurements performed of similar size and complexity. This information will be used by the Contracting Officer to assist in developing the procurement strategy, including whether a small business set-aside is warranted. All responses to this sources sought notice should be forwarded to Mr. Mike Vicory via fax (202) 685-5966 or email, michael.vicory@navy.mil LOCATION: Naval Air Station Pensacola (NASP) GENERAL: The services to be furnished under this contract include operation of multiple watercraft, boats, and related maintenance services, port operations, and waterfront administration in support of the operational and training missions of tenants assigned to Naval Air Station Pensacola (NASP); enhancing the readiness of the Department of Defense and other customers. The Contractor shall be responsible for the operation and maintenance of various watercraft and equipment and shall provide port operations services. The Contractor shall plan, schedule, coordinate and assure effective completion of all services required. OPERATING LIMITS: The services to be furnished under this contract include operation of multiple ship, watercraft, boats, and related maintenance services; port operations, and waterfront administration at NASP and within the surrounding area, including but not limited to the Pensacola Bay and the Gulf of Mexico. SCHEDULE: Training and operational support include the following missions: USAF Post-Egress Water-Survival Training Operations: USAF Post-Egress Water Survival Training (7 Premium/MonArk boats & 1 Launch Platform), Wed & Thurs (48 weeks per year), Weds & Thurs, 0700 - 1630 USAF Instructor Continuation Training (2 tow/pick-up boats), 2 days/month (Approximately 2.0 - 4.5 hours each) Helicopter Landing Trainer (HLT) Operations: Helicopter Landing Trainer (HLT) Day DLQ, Tues (48 weeks a year)0700-1630 Helicopter Landing Trainer (HLT) Night DLQ, Night Vision Goggles (NVG) Ops, One Night per Week, 15 day notice, 3hr before sunset + 5hrs after sunset Yard Patrol (YP) Craft Operations: Yard Patrol Boat Trainer (2 YP?s), Mon & Tues, 0600-1630 Other Training: USN Helicopter Hoist (3 Utility Boats), Mon & Tues, 0700-1630 ARSS Day/Night Bay Swim (1 Utility Boat), Thurs 2x/ mo.,1700-2200 ARSS Jumps (1 Utility Boat), Weds 2x/ mo.,0700-1630 Port Services (including Ship Arrival/Departures, Oil/Fuel Spill Response, Fueling Operations Support): Port Services Support (Ship Visits), Mon-Sun, 0700-1630 Fuel Farm Oil Booming Support, 2/month 8 hr/day, On Call 24hr/day 7d/wk (12hr notice) NOTE: THIS NOTICE WAS NOT POSTED TO WWW.FEDBIZOPPS.GOV ON THE DATE INDICATED IN THE NOTICE ITSELF (12-APR-2004).
