- United States Department of Agriculture (USDA) Natural Resources Conservation Service (NRCS) is seeking Technical Service Provider services capable of conducting field surveys of crop, tillage and residue conditions encompassing Childress, Dickens, Foard, Hardeman, Stonewall, Cottle, Fisher, Hall and Scurry counties in Texas. This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-21. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation is included in Amendment #1. The Request for Quotation (RFQ) number is RFQ-10-TX-04. The TSP will perform the work using roadside transect surveys in each county. The survey consists of first establishing a driving route on the county roadmap. It should be at least 110 miles long. To obtain a statistically reliable data set, approximately 460 cropland sites will need to be observed along the route. Stops will be made at determined intervals as indicated by the vehicle odometer. The TSP will observe fields on both sides, record the survey data and mark the field location on soil survey atlas sheet. Data needed is the crop, tillage, and residue conditions. The TSP will stop and check field conditions on regular basis to insure visual estimates are correct. After completion of roadside transect, number of ?hits? are summed for each crop and percentages are calculated. This data, the current updated county crop acres (by crop) and the acres that were planted no-till into a cover, will be entered on the Conservation Technology Information Center (CTIC) website. The local NRCS office in each county will provide county roadmap and soil survey atlas sheet. The TSP will meet with each local USDA-NRCS District Conservationist in each county prior to commencing work in the county. The contractor will submit invoices of work performed monthly. Work must commence prior to May 3, 2004 and completed by July 1, 2004. The North Atlantic American Industry Classification System (NAICS) Code is 541990. Certifications: Technical Service Provider must be certified in Land Treatment ? Tillage and Erosion category. This is a set-aside for emerging small business. All contractors are required to be registered in Central Contractor Registration (CCR) prior to being awarded a contract by NRCS. The CCR database is the primary Government repository for contractor information required to conduct business with the Federal Government. If your firm is already registered in CCR, please provide your DUNS in the general area of Block 11 on the Standard Form 18, Solicitation/Contract/Order for Commercial Items. Please note NRCS cannot award a contract to a firm not registered in CCR. There are basically 2 steps to register: (1) Obtain a DUNS number by calling Dun and Bradstreet at 1-866-705-5711. (2) Register in CCR. The preferred method for registration is via the World Wide Web at http://www.ccr.gov.
