Paper, Monday, March 22nd 2004 1. This invitation for bids follows the general procurement notice for this project that appeared in the Development Business Magazine of 30th June 2000 Issue No. 537. 2. The republic of Malawi has received a credit from the international Development Association toward the cost Privatization and Utility Reform Project, and it intends to apply part of the proceeds of this credit to payments under the contract for the Supply, Delivery, Installation and Commissioning of Frequency Management and Monitoring System for Malawi Communication Regulatory Authority (MACRA) 3. The Privatization Commission now invites sealed bids from eligible bidders for the Supply, Delivery, Installation and Commissioning of Frequency Management and Monitoring System. The System comprises one central automated spectrum management system with associated hardware and software, three fixed monitoring sites to be located in the three regions of Malawi, and one mobile monitoring unit, and all associated services as installation, commissioning, testing and training. Bidders shall be for all the items failing which the bid will be rejected. There will be a pre-bid meeting and site visits on dates to be advised later. Related costs will be borne by the bidder. 4. Bidding will be conducted through International Competitive Bidding Procedures (ICB) procedures specified in the World Bank?s Guidelines: Procurement under IBRD loans and IDA Credits (January 1995 and revised in January and August 1996, September 1997, January 1999 and March 2002 and is open to all bidders from eligible source countries as defined in the Guidelines. 5. Interested eligible bidders may obtain further information or purchase a complete set of bidding documents in English on the submission of a written application to the address below and upon payment of a non-refundable fee of US$100 or its equivalent in a freely convertible currency. The method of payment will be cash or Bank Certified Cheque or direct deposit to the Privatization and Utility Reform Project Part II account No. 0140051772300 at Stanbic Bank, PO Box 1297, Blantyre, Malawi. The bidding document will be sent by express courier for overseas bidders and by mail for local delivery. 6. Bids must be delivered to the address below at or before 15.00 hours on 28th May 2004. All bids must be accompanied by a bid security of at least 2% (two percent) of the Bid Price in a freely convertible currency. Late bids will be rejected.
