Description
The National Marine Fisheries (NMFS) requires contractor to conduct post-release monitoring of a relocated killer whale in the inland waters of Washington State and Southern British Columbia. Tasks to be performed under proposed contract will include public education and outreach, maintaining an on-water vessel exclusion zone, killer whale behavioral and monitoring, and VHF/satellite tag tracking. This project is part of a larger multi-phased plan to re-introduce a lone juvenile killer whale (L98) to its familiar group (pod). Period of performance is approx. 5/15/04 ? 8/31/04, with final reporting due by 1/15/05. Purpose of proposed contract is to a) enable a proactive stewardship/public advisory process; b) maintain a database of L98?s location to assess potential risks to the public, property, other Southern Resident killer whales and/or L98; c) locate L98 efficiently and quickly in the event that recapture or other intervention measures are necessary; d) assess the success of L98?s reintroduction to his pod; e) gather scientific data which will contribute to a long-term collaborative study of social organization in Southern Resident killer whales; and f) contribute on future killer whale conservation efforts. Observation conducted near the whale must be conducted pursuant to Sections 109(h) and 112(c) of the Marine Mammal Protection Act. Interested sources must possess qualifications and successful past experience in developing and implementing stewardship programs to protect orphaned killer whales in Puget Sound. The Western Administrative Support Center, Acquisition Management Division, requires that all contractors doing business with this Acquisition Office must be registered with the Central Contractor Registry (CCR) before October 1, 2003.
