Description

The Bureau of Prisons is seeking a Request for Quote from sources having the ability to provide OUT-PATIENT assessment and counseling services(Line Item #1) and Mental Health Services (Line Item #2) within two-three miles of the Catholic Social Services CCC, located at 409-411 Olive Street, Scranton, PA, for drug abuse treatment services and mental health services for male and female Federal offenders (inmates) held under the authority of various United States Statutes. Performance period under this contract will be for a one year base period to begin on October 1, 2004 with four (4) one year option periods, with service ending (if all option years are renewed) on September 30, 2009. The services required for this contract include Line Item #1: Base Period: October 1, 2004 to September 30, 2005. Estimated Number of Inmates 32. (23) Intake Assessments (one per inmate); Individual Counseling Sessions (30 minute sessions per inmate) 12 Individual units x 32 inmates = 384 total units; Group Counseling Sessions (30 minute sessions per inmate) 72 Group Units x 32 inmates = 2,304 total units. Option Year One: October 1, 2005 to September 30, 2006. Estimated Number of Inmates 33. (33) Intake Assessments (one per inmate); Individual Counseling Sessions (30 minute sessions per inmate) 12 Individual units x 33 inmates = 396 total units; Group Counseling Sessions (30 minute sessions per inmate) 48 Group Units x 33 inmates = 2,376 total units. Option Year Two: October 1, 2006 to September 30, 2007. Estimated Number of Inmates 35. (35) Intake Assessments (one per inmate); Individual Counseling Sessions (30 minute sessions per inmate) 12 Individual units x 35 inmates = 420 total units; Group Counseling Sessions (30 minute sessions per inmate) 72 Group Units x 35 inmates = 2,520 total units. Option Year Three: October 1, 2007 to September 30, 2008. Estimated Number of Inmates 37. (37) Intake Assessments (one per inmate); Individual Counseling Sessions (30 minute sessions per inmate) 12 Individual units x 37 inmates = 444 total units; Group Counseling Sessions (30 minute sessions per inmate) 48 Group Units x 37 inmates = 2,664 total units and Option Year Four: October 1, 2008 to September 30, 2009. Estimated Number of Inmates 39. (39) Intake Assessments (one per inmate); Individual Counseling Sessions (30 minute sessions per inmate) 12 Individual units x 39 inmates = 468 total units; Group Counseling Sessions (30 minute sessions per inmate) 72 Group Units x 39 inmates = 2,808 total units Line Item #1. For Line Item #2: Base Period and Option Year One, respectively: Estimated Number of Inmates 3. (3) Mental Health Intake Assessment and Report (1 per inmate). (6) Medication Monitoring (two per inmate). For Option Year Two: Estimated Number of Inmates 6. (5) Mental Health Intake Assessment and Report (1 per inmate). (6) Medication Monitoring (one per inmate). Option Year Three and Four, respectively: Estimated Number of Inmates 7. (5) Mental Health Intake Assessment and Report (1 per inmate). (7) Medication Monitoring (one per inmate), for Line Item #2. The services described for Line Items 1 and Line Item 2, shall be in accordance with the Federal Bureau of Prisons Transitional Drug Abuse Treatment (TDAT) Statement of Work, dated January 2004. The estimated closing date is o/a June 10, 2004. All responsible sources may submit a quote which will be considered by this Agency. The RFQ will be posted o/a May 10, 2004. Responsible sources shall submit a proposal for Line Item 1 (Transitional Drug Abuse Treatment Services), or Line Item 2 (Mental Health Services), or both Line Items.
