- STATEMENT OF WORK (SOW) FOR PRODUCING DISCOVERY LEARNING-BASED CLASSROOM PROGRAM FOR ARNG??????S STRENGTH MAINTENANCE TRAINING CENTER 1.0 GENERAL INFORMATION 1.1 Project Background. The Army National Guard (ARNG) Strength Maintenance Training Center located in Little Rock, AR is dedicated to increasing the End Strength of the ARNG. Strength Maintenance recognizes that to maintain short term recruiting gains a re not effective without equally aggressive attrition management and MOSQ retention programs. To increase the focus on the combined importance of recruiting, retention and attrition management, Strength Maintenance seeks to develop a highly interactive, discovery learning-based classroom activity for debut at a June 2004 Strength Management Confere nce. The program will have further application as it rolls out to the Recruiting and Retention Force (RRF) and traditional M-Day soldiers. The success of this critical effort demands providing more than just information about the change in focus. The training program must compel ARNG Leadership and personnel to embrace a new reality by experiencing the need behind the shift to a new mindset, where End Strength is built and maintained through the three-pronged focus. In addition, the program must effectively communicate programs, steps and processes that have been put in place to support this new focus, and to provide real-life, day-to-day prac tical knowledge for RRF and traditional M-Day soldiers COs. 1.2 Audience. This program is designed to focus the RRF on embracing the Strength Management philosophy to achieve end strength. 1.3 Learning Environment. The initial session is target to be delivered during a conference of approximately 300 top ARNG Leaders at the PEC in North Little Rock, AR currently scheduled in June 2004. Subsequent rollout will be in classroom settings of ap proximately 20-30 individuals. 2.0 PROJECT REQUIREMENTS 2.1 Scope of Work. The desired solution is a 60- to 90-minute activity centered on a table-sized, graphically intriguing and content-rich Illustrated Visual, custom created to communicate the ARNG??????s message and content. Learning is to take place thro ugh a deck of engaging, learner-directed Activity Cards containing targeted questions or discussion points linked to the Illustrated Visual that guide participants to explore and discover key concepts. The Activity Cards should be easily customized to crea te 2-3 additional versions targeted to multiple ranks, roles and audiences. In addition, the Contractor should propose optional 30-minute customized ??????extension?????? activities that can be used with targeted learning groups following the initial rollout to provide a greater depth of knowledge and specific practices around key content areas to be identified during the Data Gathering process. 2.1.1 Program Goal. This program must gain leadership and soldier commitment around the equal criticality of the three tenets of the Strength Maintenance philosophy: recruiting, retention and attrition management. It must also communicate tactics that wil l ensure that all three can be achieved, and detail the programs, steps and processes that have been put in place to support this new focus. Specific objectives will be determined during Data Gathering. 2.1.2 Content. While actual content will be established with the Contractor during Data Gathering, initial thinking is that the program would encompass the following topic areas: 2.1.2.1 Soldiers First ?????? Attack the Mission of End Strength 2.1.2.2 Train and Retain Motivated Soldiers (both RRF Members and M-day Personnel) 2.1.2.3 Enlist Qualified Soldiers Who Refer Others 2.1.2.4 Create Ready Deployable Units at the Prescribed End Strength or Readiness Level (example, Small Unit Strength Cycle) 2.1.3 Instructional Activities and Strategies. Contractor??????s proposal must describe how the solution will meet the follo wing requirements for activities and strategies: ?????? The solution should be participant driven, requiring only one leader/facilitator per session, and must be scalable for as few as 4 participants, up to and including several hundred. ?????? The solution must engage participants with a table-size, custom created Illustrated Visual that serves as the focal point for group interaction. ?????? The solution design must accommodate multiple Activity Card versions using the same Illustrated Visual. ?????? The solution must include recommendations for one or more 30-minute extension activities designed to provide participants with more detailed application of key concepts and increase their knowledge and skills in key areas to be identified during Dat a Gathering. 2.2 Deliverables. Contractor is required to leverage existing Strength Maintenance content and combine with the communication needs of Strength Maintenance to create a unique and compelling message. The solution should consist of the components described below. 2.2.1 Core Solution. The Contractor??????s description of Core components of the solution should detail the required elements described below. 2.2.1.1 Table-sized Illustrated Visual. A table-sized, full-color Illustrated Visual that serves as the focal point for group interaction. The illustration is people-centered, engaging and rich with information. This program will be delivered to participa nts seated at tables of four to six. The number of tables can vary, ranging from just a few to a roomful. Working in small groups, participants will interact with the Activity Cards. 2.2.1.2 Activity Cards. These spark team interaction, discovery and discussion by guiding participants to locate specific information on the Illustrated Visual. A variety of card format types should be provided to achieve the following: lead the participa nts as a group to discover key facts, spark focused conversation about a topic, engage participants in specific objectives and results, trends, etc.; give brief examples of actual successes by leaders and personnel; and/or spark discussion of both the bene fits and the uncertainties of change. Cards should consist of a core set to be used with the Leadership Conference group and, going forward, combined with Customized Activity Card Versions as appropriate for other audiences. 2.2.1.3 Customized Activity Card Versions. To more closely target the communication and learning needs of other groups within Strength Maintenance, Contractor should describe how Activity Cards can be customized to cover other topics, using the same Visua l. 2.2.2 Optional Extension Activities. The Contractor??????s description of potential extension activities should detail recommendations to enhance the effectiveness of the Core Solution. The vision for these activities is to provide one or more 30-minute c ustom-designed activities to enforce key concepts presented in the Core Solution, and to provide deeper knowledge and practical skill-building opportunities. These activities would be implemented to various groups of participants following the initial Lead ership Conference rollout, and exact content would be determined during Data Gathering. 3.0 DEVELOPMENT PROCESS 3.1 Process Steps. The program should be in place for late June 2004 Leadership Conference; therefore, the following is a recommended development process and schedule (all dates 2004). Step 1 Data Gathering Session Face-to-face meeting held on-site at the ARNG. Purpose is to establish program content and finalize timeline. Completed in April according to Contractor project team and ARNG content expert availability. Step 2 Delivery of Project Design Summary, Concept Sketch ?????? Contractor to create a Design Summary document that encompasses the project scope and serves to communicate and clarify expectations about the content of the project, such as: ?????? Learning Outcomes ?????? Design Param eters ?????? Proposed Design ?????? Activity Card Question Topics ?????? Deliverables ?????? Detailed Timeline ?????? Contractor to also submit a Concept Sketch, which is an 11?????? X 17?????? rough pencil drawing that is used to communicate the overall concept and/or theme of the Visual and Activity Completed within two weeks of Data Gathering. Step 3 Black and White Drawing and First Draft of Activity Cards Contractor to incorporate feedback from the Preliminary Concept Review, and develop: ?????? Black and White Drawing of the Visual, which is an actual-size black and white pencil version that begins to incorporate some graphic details and text ?????? First draft of the Activity Cards Completed two to three weeks after Design Summary is approved. Step 4 Pre-Pilot Review Contractor to incorporate feedback from the First Draft Review and develop: ?????? Color Drawing of the Visual, which is an actual size ??????roughly colored?????? computer-generated rendering of the Black and White Drawing. ?????? Second draft of Activity Cards Completed two to three weeks after First Draft Review Meeting. Step 5 Conduct Pilot Session, Debrief and Facilitator Orientation Contractor to incorporate feedback from the Pre-Pilot Review into the: ?????? Color Drawing of the Visual ?????? Second Draft of Activity Cards After the Pilot session(s), Contractor will conduct a Pilot Review Meeting to gather feedback from participants, followed by feedback from the Strength Maintenance project team. Following the Pilot Review Meeting, Contractor will conduct a two-hour orientation session for up to four prospective facilitators (who must attend the Pilot session). Contractor will manage the production of materials for the Pilot session. Associated with the late June Strength Management Leadership Conference. Step 6 Final Content & Artwork Approval Contractor will update all materials with feedback from Pilot Session, incorporate final artwork, and submit to Strength Maintenance for final review and approval of content. Completed within three weeks of Pilot Review Meeting. Step 7 Production Contractor will provide Strength Maintenance with production pricing once quantity is established, but Strength Maintenance reserves the right to manage own production. TBD 4.0 CONTRACTOR TEAM REQUIREMENTS & EXPERIENCE 4.1 Project Team Roles. The Contractor??????s Project Team should include the roles detailed below. Please provide profiles for team members to perform each of the roles below. 4.1.1 Executive Sponsor. The Executive Sponsor, which is a member of Contractor??????s executive team should be designated to provide senior consulting to the Project Team and will follow the progress of the project from Data Gathering through Implementat ion to ensure total satisfaction. 4.1.2 Project Leader. The Project Leader will prepare all program materials that require the ARNG??????s approval as well as coordinate with other team members for both the Contractor and ARNG to guarantee that all components are integrated and completed on schedule. In addition to traditional project management experience, Contractor??????s Project Leader will have extensive experience in instructional design and have participated in projects across many different industries. 4.1.3 Senior Designer and Developer. The Senior Designer will work with the Project Leader to create the Customization Design Summary and all the course materials. The Senior Designer will lead the Data Gathering session with the ARNG team and will partn er with key subject matter experts at ARNG to create challenging exercises in the required interactive format. 4.1.4 Relationship Manager. The Relationship Manager has responsibility for the overall relationship between the Contractor and the ARNG. The Relationship Manager will maintain contact with the Strength Maintenance project team throughout the duration o f the project and will be as involved as deemed appropriate. 4.1.5 Business Illustrator. The Business Illustrator??????s goal is to generate and develop a custom-drawn pictorial metaphor for the Illustrated Visual, which is the centerpiece of the entire program. The Business Illustrator should be present during Dat a Gathering. 4.2 Contractor Experience. Contractor must provide evidence of relevant and extensive experience in providing solutions as requested in this Statement of Work. 5.0 COST 5.1 Design and Development Costs for Core Solution. The Contractor shall perform the design and development of the Core Solution on a Fixed Price Basis (Fixed Price Terms and Conditions apply). Contractor must provide a detailed description of the deliver ables and associated Fixed Price amount. Description Price $________ 5.2 Design and Development Costs for Extension Activities. The Contractor shall perform the design and development of the Extension Activities on a Fixed Price Basis (Fixed Price Terms and Conditions apply). Contractor must provide a detailed description of the deliverables and associated Fixed Price amount. Description Price $_________ 5.3 Materials Production Costs. The Contractor shall provide estimated production costs, with the understanding that final pricing would be provided once specific quantities are identified. Description Price $_________ 5.4 Recommended Payment Schedule. Contractor must provide a recommended payment schedule according to key milestones outlined in section 3.1. Milestone % of Total $ Amount TOTALS: 100% 5.5 Other Cost Reimbursable Items. Contractor must provide detail regarding other anticipated Cost Reimbursable items, including anticipated travel. 6.0 PROPOSAL SUBMISSION REQUIREMENTS AND EVALUATION CRITERIA 6.1 Proposal Submission Requirements. Prospective Contractors should submit a proposal that meets the conditions in this Statement of Work. 6.1.1 Proposal Structure and Content. Proposals should contain the following structure: ?????? Introduction ?????? Proposed Solution: Explain/describe how the proposed solution meets the project requirements (Statement of Work Section 2.0). ?????? Development Process: Explain/describe how the Contractor will work with the ARNG to complete the proposed solution (Statement of Work Section 3.0). ?????? Contractor Project Team: Explain/describe who will complete the proposed solution (Statement of Work Section 4.0). ?????? Cost: Provide details about all associated costs with the proposed solution (Statement of Work Section 5.0). 6.1.2 Proposal Format. Proposals should be in a three ring binder with divider tabs for each section outlined above. The proposal should not be overly lengthy (No more than 30 pages). Proposals do not need to be elaborate. 6.1.3 Other Requirements. Two copies of the proposal should be sent to USPFO for Arkansas, DCSLOG-PC ATTN: Mr. John Wilson, Box 3 Camp Robinson, North Little Rock, AR 72199-9600. 6.2 Criteria of Award. The contract will be awarded to a responsible supplier at the sole discretion of the ARNG after consideration of the quality of service, product, price and other factors that the ARNG deems relevant to the service to be performed. Contractor must have a satisfactory record of contract performance, integrity and business ethics and adequate financial resources to meet the contractual requirements over the life of the contract. By submitting this proposal, Contractor warrants that it is legally authorized to do business in the state, is in compliance with all applicable laws and regulations, is not prohibited from doing business with the ARNG by law, order, regulation or otherwise. In addition to the factors already set forth, the ARNG will consider the adequacy of the Contractor??????s proposal according to the following criteria: 6.2.1 45% - Technical expertise to provide services using experiential/discovery learning through methodologies such as illustrated visuals, games and simulations appropriate to the needs of the ARNG. Technical expertise includes knowledge, proven development process, experienced project team, past performance, responsiveness and flexibility to meet the needs of the ARNG. 6.2.2 35% - Experience in full custom development and customization of shelf programs for a variety of ranks within the Military Service and other major Federal Government agencies. Contractor to provide appropriate references describing past performance in this area. If the Contractor is on the GSA Schedule, Contractor must furnish the GSA Contract Number. 6.2.3 20% - Ability to provide cost effective yet comprehensive solution.
