Description
1. CONTRACT INFORMATION: Architect-Engineer Services will be performed under this contract will provide environmental engineer studies and services at Fort A.P. Hill, Bowling Green, Virginia. The services will be executed with a negotiated, firm f ixed price indefinite delivery-type (IDT) contract for environmental investigations, preparation of studies, reports, risk assessments and other environmental compliance and pollution prevention requirements of a U.S. Government installation and facilities . This procurment is unrestricted and is therefore, open to all businesses regardless of size. For small business purposes the size standard is $4,000,000.00 average annual receipts over the last three (3) fiscal years. The North American Industry Classi fication Code (NAICS) is 541330. The contract will be firm fixed price. The cumulative total shall not exceed $3,000,000.00. The anticipated award date of this contract is July 2004. SUBCONTRACTING PLAN REQUIREMENTS: If the selected firm is a large bu siness concern, a subcontract plan with the final fee proposal will be required, consistent with Section 806(b) of PL 100-180, PL 95-507 and PL 99-661. A minimum of 45% of the total planned subcontracting dollars shall be placed with small business (SB) c oncerns. At least 20% of the total planned subcontracting dollars shall be placed with small disadvantaged besinesses (SDB), including Historically Black College and Universities or Minority Institutions, 10% with Women-Owned small business (WOSB), 3% sha ll be placed with HubZone Small Businesses (HubSB), 3% with Veteran-owned small business (VOSB), and 3% with Service Disabled Veteran-owned small businesses (SDVOSB). This plan is not required with this submittal. 2. PROJECT INFORMATION: The selected f irm shall be able to provide on-site support in the execution of environmental projects which assist the Installation in complying with Federal, state, regional, and local regulations; prepare sampling and analysis plans for closed landfills, develop grou ndwater protection standards; prepare landfill gas remediation plans; perform air opacity monitoring and training; provide storage tank evaluation, testing and monitoring; develop workplans for EPA Region III's Facility Lead Corrective Action Agreement; pr epare air management plans; perform landfill groundwater sampling, gas decomposition monitoring and statistical analysis of groundwater data; provide geostatistical analysis and GIS support utilizing the latest versions of AUTOCAD and ARCView software in c onjunction with GPS data collection and remote sensing; prepare public response plans; economic analysis, and other environmental studies. Related services such as furnishing drawings, specifications, and cost estimates may also be required as an option. 3. SELECTION CRITERIA: Selection of the AE firm for this project will be based on evaluation of the following significant factors in the priority listed (the word Firm in this announcement includes joint ventures, sub-contractors and/or key consultants/ associates): (1) Specialized experience of the firm in the development and implementation of EPA Region III's Facility Lead Corrective Action Agreements (2) Specialized experience with the Commonwealth of Virginia in the preparation and execution of land fill gas remediation and gas decomposition plans; and (3) Experience with the Commonwealth of Virginia in the preparation and approval of VPDES permit, closure plans for hazardous waste and USTs. (4) Professional qualifications of the firm's staff and con sultants to be assigned a project. Qualifications must show the working relationship of all key personnel, by discipline, and name a responsible individual for each discipline. (5) Past experience, if any, of the firm with respect to performance on Depa rtment of Defense Contracts, or other contracts. (6) Capacity of the firm to accomplish the work; disciplines required are civil, environmental, and chemical e ngineers, geologist and hydrogeologist, environmental scientists; minimum of two each of the disciplines are required. 4. SUBMISSION REQUIREMENTS: See Note 24 for general submission requirements. Interested firms having the capabilities to perform this w ork must submit one (1) copy of SF 255. A SF 255 must be submitted for prime and joint ventures and a SF 254 must be submitted for prime, joint ventures and consultants to the above address, not later than the close of business on the 30th day after the d ate of this announcement. If the 30th day is a Saturday, Sunday or Federal holiday, the deadline is the close of business the next business day. Include the firms?????? ACASS number on the SF 255, Block 3b. On the SF 255, Block 6, provide the ACASS number for each consultant (if available). If your firm does not have an ACASS number, it can be obtained from the Portland District, Corps of Engineers ACASS database by calling (503) 808-4591. On the SF 255, Block 9, provide contract award dates for all proj ects listed in that section. The SF 255 and SF 254 shall clearly indicate the staffing of the office indicated to perform the work. One Preselection Board and one Selection Board will be conducted from this solicitation. Telephone interviews will be condu cted with the short listed firms.
