- The Program Executive Office for Simulation, Training, and Instrumentation (PEO STRI) is seeking information regarding the availability of training systems that will fulfill the requirements of a Fire Support Trainer for the Saudi Arabian National Guard (SANG). The Fire Support Trainer must meet the requirements outlined in Fire Support Trainer Requirements Document, below. Funds are currently unavailable for this program. This acquisition is subject to the availability of funds. All responses to this notice shall provide the following: MARKET SURVEY (no more than 10 pages (8 ? X 11?, 10 pitch)] TECHNICAL APPROACH ? a. Artist conception (drawing) or picture of proposed system b. Hardware/software block diagram c. Description of how you intend to meet the Fire Support Trainer requirements d. Description of how your proposed trainer would meet the exercise training scenarios e. Explanation of how you intend to handle the Arabic translation requirement. COST ? a. Provide cost estimate for your proposed system (including required training & maintenance manuals) and its installation in Riyadh, Saudi Arabia b. Provide cost estimate for an in-country training course c. Provide cost estimate for a three (3) year spare/repair parts package d. Provide cost estimate for three (3) years of contractor logistic support (CLS) SCHEDULE - Provide proposed (from contract award through in-country training course. CONTRACTOR LOGISTIC SUPPORT ? What is your proposed concept for providing Contractor Logistic Support (CLS) What is your previous Fire Support Trainer experience? SAUDI ARABIAN NATIONAL GUARD(SANG) FIRE SUPPORT TRAINER REQUIREMENTS DOCUMENT 1. The device will be used to train individuals and teams. Individuals will be members of a Fire Support Team or Fire Direction Center and other personnel in a position to initiate a call for fire (Scouts, unit leaders). The teams trained will be the Fire Support Team and the Fire Direction Center/Team. The Fire Direction Center will replicate both tube artillery and mortar. The system will accommodate up to 15 Forward Observers simultaneously. Fire support training should include total training-FO~FDC~Guns. The ?trainer? needs only to train the FO piece with the capability to communicate to the FDC, ?via both voice and digital?. The FDC, using platoon/battery internal computers/Graphical Firing Fans (GFF?s) and communications, processes the fire mission and communicates firing data to the gun line completing the process. All links must support both voice and digital communications. 2. The system will be capable of generating both moving and stationary targets in both urban and rural terrain. The system will generate realistic conditions, to include engagements under NBC conditions, night, and reduced visibility combat operations. Urban and rural terrain along with mapping coordinates should be geographically specific to the areas of Saudi Arabia (Mountainous, high plateau desert, rolling desert, etc). 3. The device will be fully functional in both English and Arabic at the time of delivery and installation. 4. The training system will emulate the 155mm, 105mm artillery and the 120mm, 81mm and 60mm mortar systems and ammunition that SANG uses. The system should include characteristic differences between conventional tube 120mm mortars and the LAV-M(S). 5. The training device will realistically replicate all fire support procedures used during live fire gunnery and operations. Using SANG standards not U.S. 6. The system will simulate the aural, visual, tactile and physical cues the forward observer experiences on the battlefield. 7. The system will incorporate SANG communications interfaces between the forward observer and the fire direction centers, and between the forward observer and the fire support officer. Require upgradeable capability for future procurement of forward observer digital communications devices that will support both voice and digital links. 8. The visual image displays shall provide realistic imagery and allow for the use of binoculars. 9. All documentation will be provided in English and Arabic. 10. Delivery of the system will include an Instructor/Operator training program for a total of 11 personnel. The contractor will deliver all operator level documentation in both Arabic and English (one each for each student). Time to conduct the training must account for the translation that must occur as the class is conducted. 11. The contractor will provide technical documentation and maintenance training to support the total operation and maintenance concept for the training device. 12. The contractor will provide a means of modifying scenarios and building new scenarios so that the user may make changes to replicate actual range, internal security, offensive and defensive combat scenarios. 13. The contractor shall provide a Life Cycle Contractor Support services package for the Fire Support Trainer with separate not to exceed pricing data. This package will include repair parts and replaceable units based on historical failure rates. The package shall include periodic upgrades to keep the software upto date and current. 14. The contractor shall define and identify criteria and requirements necessary to design and construct/modify a facility in which the training device and associated equipment will be installed. 15. The contractor will deliver, off-load, assemble, and install the Fire Support Trainer equipment and support systems. The installation will include an acceptance test conducted jointly by the user and the contractor. 16. The contractor shall establish Test Measurement Diagnostic Equipment (TMDE)/ On-Board Built in Testing (BIT) that will facilitate the testing of system modules. This TMDE system shall be designed for ease of operation. If the TMDE requires calibration, it must be able to be calibrated in the Kingdom of Saudi Arabia. 17. The contractor will design, develop, and evaluate FST courseware. Prior to delivery to the Kingdom of Saudi Arabia, this courseware will be validated concurrently with validation of the system. 18. The contractor will provide software fixes to the system for up to 12 months after delivery to include compatibility/integration issues with procurement of forward observer automation.
