Description
The work includes all management, labor, management, supervision, tools, materials, equipment and transportation necessary to perform Interior Design Services in the following types of Government facilities: administration, bachelor enlisted quarters/bachelor officer quarters, recreational, medical/dental, religious, dining, consolidated clubs and child development centers. The work covers facilities located predominantly on the West Coast but may include Navy facilities in the Pacific areas: Guam, Hawaii, Diego Garcia, Japan, Singapore, Thailand and Australia. This is a Request for Proposal (RFP), which provides for all services in the specification by means of an Indefinite Delivery Indefinite Quantity (IDIQ) contract. THIS SOLICITATION WILL BE ISSUED ON AN UNRESTRICTED BASIS. The North American Industry Code Standard is 541410 and the annual size standard is $6,000,000.00. It is the Government?s intent to award an IDIQ Service Contract to the responsible offeror whose proposal, conforming to the Request for Proposal (RFP), will be most advantages to the Government resulting in the Best Value, price and other factors considered. A Not to Exceed amount of $250,000.00 will apply for the base year and each of the four option years for a total NTE amount of $1,250,000.00. Proposals will be evaluated for award using five major technical factors: Factor 1 - Technical Experience/Oral Presentation; Factor 2 - Past Performance; Factor 3 - Personnel Qualifications; Factor 4 - Small Business Subcontracting Effort and Factor 5 - Price. The price evaluation will be based through the fixed-price burdened labor rates from a prototypical Seed Project, for the base and each option year. Offerors will be given the opportunity to present their experience to the Government in an oral presentation of 30 minutes duration, maximum. The lead designer assigned by the offeror to work on the proposed contract shall give the required oral presentation. The Government intends to evaluate proposals and award the contract without discussions with offerors. Therefore, each initial offer should contain the offeror?s best terms for each of the above factors. However, the Government reserves the right to conduct discussions if later determined to be necessary by the Contracting Officer. The recommended subcontracting goals for the contract value (base and all option periods) are as follows: 5% Small Disadvantage Business; 3% HUBZone; 5%Woman-Owned Small Business; 3% Veteran-Owned Small Business; 3% Service Disable Veteran-Owned Small Business; 3% Remote Locally Owned Small Business; 8% Other Small Business. In accordance with FAR 5.102(a)(7) availability of the RFP will be limited to the electronic medium; the RFP will be available for download free of charge via the Internet World Wide Web at http://www.esol.navfac.navy.mil/ - hard copies (paper sets) or CD-ROM of the RPF will not be provided by the Government. The official plan holders list will be maintained on and can be printed from the website. All prospective offerors and plan rooms are encouraged to register as plan holders on the website. Plan holders lists will not be faxed and will only be available from the website. Registering offerors and plan rooms must provide a complete name, complete mailing address and area code and phone number, offeror type (prime contractor, sub contractor, supplier or plan room), email address and size (large business, small business, small disadvantaged business, woman owned small business or other). Notification of any changes (amendments) to the solicitation will be made only on the Internet. It will be the contractor's responsibility to check the website for any posted changes. A pre-proposal conference will be scheduled at a later date. Oral Presentation will be scheduled on or about the first week after the opening/receipt of proposal. There is no site visit schedule for this project. Tentative issue date is on or about 4 May 2004 with an opening/receipt date approximately thirty days later. Note: All Contractors must be registered in the Central Contracting Registration (CCR) database prior to award of a DoD Contract.
