- "This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command." This is a synopsis for commercial items/services using simplified acquisition procedures in accordance with FAR Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. The Naval Surface Warfare Center, Dahlgren, Virginia intends to charter, on a sole source basis, commercial helicopter flight services for testing of scientific apparatu s from Jetcopters, Incorporated, 16233 Vanowen, Van Nuys, California 93555. Chartered flight services will be flown over water at NSWC Dahlgren test range. The required helicopter airframe and aircrew must be available to install, preflight, and functionally flight test Government installed equipment, and to fly test flight profiles at the Naval Surface Warfare Center's Dahlgren, Virginia test range from 25 April 2004 through 30 April 2004. It is anticipated that one (1) day will be required on station NSWC Dahlgren for Government engineers to install the scientific equipment to be test flown using a Tyler autostablized camera mounting system/gimbals supplied by the contractor, and one (1) day to remove the Government's test equipment after completion of testing. It is anticipated that four (4) days [26 April 2004 through 29 April 2004] will be required to complete testing. The test vehicle shall be equipped to fly up to two (2) Government test engineers as special crew if their presence is required while airborne. An average of four (4) hours of flight time will be required for each of the four (4) days of aerial testing. This is an estimate and the number of daily flight hours may vary in order to complete the test program allowing for meteorological conditions and technical adjustments. It is believed that a maximum of sixteen (16) hours of actual "range" flight time will be required. Aircraft charter is based on "wet" flight hours, and the contractor shall be responsible for aircraft fueling and acquisition of POL. RESPONSIBILITIES AND CERTIFICATIONS. The contractor shall be solely responsible for compliance with the FAA airworthiness regulations and requirements for aircraft leasing procedures to the Government. The airframe, avionics components, and the aircraft electrical system to be flown must be certified for the installed Taylor autostabalizing gimbals mount. The contractor is responsible for completing and submitting DD Form 2400 May 1994, "Civil Aircraft Certificate of Insurance", DD Form 2401 May 2401 (CG)"Civil Aircraft Landing Permit", and DD Form 2402 May 1994 "Civil Aircraft Hold Harmless Agreement" in order to utilize landing and servicing facilities at the Naval Surface Warfare Center, Dahlgren, Virginia. FLIGHT SAFETY . IAW FAA regulations, the pilot in command of the servicing helicopter shall be solely responsible for safety of flight issues. Award shall be made on a firm, fixed price basis, with all deliverable items FOB destination to NSWC Dahlgren, VA. Response is required NLT 22 April 2004, 2:00 p.m. EST. Award will be made on the basis of availability of equipment compliant with mission requirements, ability to meet testing schedule, past performance and experience delivering flight test services to the U.S. Navy, and reasonableness of price.
