Description
This is a combined synopsis/solicitation for commercial repair services with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued. Solicitation Number N627934105050 applies and is issued as a request for quotes. This solicitation request is for the following services: Repair/test a total of seven (7) JP-5 fuel system and flood & drain system manifold valves located in shaft alley 1-1, Compartment 7-167-3-E, onboard the USS Enterprise (CVN-65). Identification numbers for the valves to be worked are 7-173-3, 7-173-5, 7-173-7,7-173-9,7-173-11, 7-173-13, and 7-172-5. Tentative start date is on May 04,2004 with completion on or before May 21,2004. Scope of work to be performed is as follows: 1. Schedule with ships force the JP-5 tanks to be emptied to repair each valve on the ships force work list. 2. Operational test valve operators. 3. Verify tag outs prior to starting work. 4. Loosen valve bonnets to verify no fuel flow. 5. Remove valve operators. 6. Contractor shall disassemble, clean, visually inspect, and record findings. Also, document findings on a valve servicing log and inspection report. 7. Photograph valve seats and disc as found. 8. Test valve stem run out and document findings. 9. Repair stems as necessary. 10. Conduct an as found blue check of the disk and seat. Contractor to document findings on a valve servicing log and inspection report. 11. Machine the in-body seat as necessary. 12. Build up and machine valve plug as necessary. 13. Lap seat and disk as necessary to achieve a blue check 360 degrees to 1/16 inch or finer. 14. Ships force to verify satisfactory blue check. Document findings on a valve servic ing log and inspection report. 15. Photograp h repa ired valve seats and disk. 16. Replace packing. 17. Torque packing gland. Document findings on a valve servicing log and inspection report. 18. Replace bonnet gaskets. 19. Verify cleanliness of valve and bonnet. 20. Reassemble valves. 21. Torque bonnets. Contractor to document findings on a valve servicing log and inspection report. 22. Reinstall limitorques. 23. Test operate valves. 24 An authorized ships force representative is required to witness and verify on all valve inspection reports, valve servicing logs, and pictures of any unusual findings. 25. Contractor is required to provide the ship with a copy of all inspection reports, valve servicing logs, and pictures of any unusual findings. NOTES: 1.) Contractor's personnel must have a minimum-security clearance of Confidential in order to work onboard Navy Aircraft Carrie r USS Enterprise (CVN-65). Special Note: Shaft Alley 1-1 is a NAVSEA 08 nuclear controlled space. NAVSEA 08 approval for contractor to perform work in that space will be required prior to contract award. 2.) Bid proposals to accomplish open, inspect, repair, and testing work noted above must be a FIRM-FIXED PRICE BID. 3.) Work is to be accomplished at the Norfolk Naval Base located in Norfolk, VA. 4.) The Government intends to award a contract resulting from this solicitation to the responsible c ontractor whose quote, conforming to the solicitation, provides the lowest price. Also, NAVSEA 08 approval will be required prior to contract award. 7.) This Solicitation incorporates the applicable FAR clauses for a Commercial Acquisition in accordance with Simplified Acquisition Procedures. 8.)
