Description
The Department of the Navy, Space and Naval Warfare Systems Center (SPAWARSYSCEN), San Diego intends to solicit and award on a sole source basis a firm fixed price contract to Harris Corporation, RF Communications Division, 1680 University Avenue, Rochester, NY 14610-1839. This requirement is for the purchase of eight (8) RT-1694D (P)(C)/U radios and related components. This requirement supports the interim solution for High Frequency (HF) radios for the Common Submarine Radio Room (CSRR). The RT-1694D (P)(C)/U radio was chosen by the CSRR designers to fill an interim high frequency (HF) requirement of the CSRR Operation Requirement Document (ORD). Eleven RT-1694D (P)(C)/U radio have been previously purchased and delivered to support the interim solution selected by the CSRR designers. The use of any other source for this acquisition would result in the duplication of cost and time for researching and certifying the capabilities of a replacement radio from another contractor resulting in substantial added cost that is not expected to be recovered through competition. This notice of intent is not a request for competitive proposals or quotes. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government. Authority for other than full and open competition is 10 U.S.C. 2304 (c)(1) and FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The applicable North American Industry Classification System (NAICS) Code is 334511, and the size standard is 500. The anticipated period of performance will be approximately one year with an estimated value of $425,794. Questions concerning this sole source contract action may be directed to Esther E. Christianson at esther.Christianson@navy.mil. See numbered note 22
