Description
The Broadcasting Board of Governors, International Broadcasting Bureau (IBB), WORLDNET Television and Voice of America (VOA) has a requirement, subject to the availability of funding, for a Contractor to provide the Agency broadcasters with comprehensive daily domestic video news feeds. This comprehensive domestic video newsfeed service shall contain an assortment of domestic news, features, entertainment, business, medical, science and technology, weather and sports stories. These news stories shall be provided in various package forms, i.e. complete reporter voiced packages, and raw (uncut) footage of a particular news event with natural sound. Live event coverage and graphics are desirable. This requirement includes news feeds and news feed reception equipment, as well as training, maintenance, part replacement and 24/7 technical support. There is a minimum frequency feed requirement of four (4) feeds per day, seven (7) days a week, with at least one feed between hours of 2:00 AM and 6:00AM (EST), one feed between hours of 6:00 AM and 2:00 PM (EST), one feed between hours of 2:00 PM and 6:00 PM (EST), and one feed between hours of 7:00 PM and 12:00 Midnight (EST). Video feeds shall be delivered via fiber optic line or satellite to the Agency's Television Master Control facilities located in the Cohen Building, 330 Independence Avenue SW, Washington DC 20237. The Agency shall have the right to use the feed material in any Agency product. Therefore, worldwide rights, exclusive of the United States, are required in perpetuity for use in Agency productions. BBG intends to issue a full and open unrestricted Request For Proposal (RFP) solicitation document for this negotiated firm-fixed price (FFP) procurement in the next fifteen (15) days. Contract performance for the Base period will be one year from date of award with options to extend the contract term four (4) additional one-year periods subject to the availability of funding. Award will be based upon product availability and delivery, price and the evaluation criteria stated in the solicitation. Written requests for copies of the forthcoming Solicitation should be sent to the Contracting Officer at the above listed address. Oral expressions of interest will not be accepted. Any questions related to the subject solicitation shall be submitted in writing to the attention of the Contracting Officer. All written expressions of interest shall specifically reference this FBO Notice by its title and date of publication. All responsible sources may submit a proposal which shall be considered by the Agency. This Notice is not a RFQ, RFP, or an IFB.
